That on October 26, 2025, at approximately 0104 hours, Minneapolis Police Department traffic control officers observed an individual who appeared to be passed out in the front seat of a vehicle parked in the area of 1st Avenue and 5th Street North in the City of Minneapolis, County of Hennepin, State of Minnesota. Officers attempted to wake the driver, but he was unresponsive to announcements. Minneapolis police officer Ahmed arrived on scene and placed a tire deflation device under the vehicle’s front tire to prevent the driver from fleeing as Officer Ahmed suspected that he was impaired.
Because Officer Ahmed could not wake the driver with verbal stimulus, he began rocking the car back and forth which caused the driver to wake up and immediately drive off. The driver looked at Officer Ahmed and the traffic control officers and drove away, running over the tire deflation device which successfully deflated his tire. The driver continued to drive south on 1st Avenue towards 6th Street. Lieutenant Garman was able to follow the vehicle on city cameras while Officer Sable responded to stop the vehicle.
Officer Sable located the vehicle at 3rd Street South and Marquette Avenue and conducted a traffic stop on 3rd Street South, east of Hennepin Avenue. The vehicle was slow to stop and when it did stop, the driver did not place it in park. Officers got out of their squad vehicles and instructed the driver to put the car in park. Officer Sable observed the driver struggling to put the vehicle in park. Once the driver got the vehicle in park, he exited the vehicle and officers placed in handcuffs to prevent further flight.
Officer Sable observed the driver’s eyes to be bloodshot and watery and smelled alcohol on his breath. Officer Sable located the driver’s wallet and identified him as LAZERIC LESEAN BLOODSAW [DOB REDACTED], Defendant herein. Officer Sable advised Defendant that he was under arrest for DWI. During an inventory search of the vehicle, Officer Sable located a half-empty can of Steel Reserve Spiked Pineapple which contained 8% alcohol. Officer Sable obtained a search warrant for a blood or urine sample and transported Defendant to Hennepin County Medical Center (HCMC) to collect the sample.
Once at HCMC, Officer Sable showed Defendant the warrant, explained the warrant, and informed him that it was a crime to refuse to provide a blood or urine sample. Defendant verbally agreed to give a sample. While waiting for medical staff to perform the blood draw, Defendant became agitated and upset about the wait time, raising his voice and swearing. Once it was time for the blood draw, Defendant became uncooperative and refused to follow directions or comply with any of Officer Sable or the nurse’s requests.
Officer Sable asked if Defendant still consented to providing a blood sample. Defendant mumbled an unclear response and refused to stand up to have the handcuffs removed for the blood draw to be performed. Officer Sable deemed this to be a refusal by conduct.
