Your Complainant is an Officer with the Owatonna Police Department. Investigation has revealed that on January 20th, 2026, at approximately 9:26PM, Officer Metcalf attempted to stop a vehicle for an out of order high center brake light. Officer Metcalf was traveling North on Grove Avenue at approximately South Street in Owatonna, MN, County of Steele. Officer Metcalf observed a vehicle in front of him with MN registration LIC/DNN436. Officer Metcalf observed this vehicle had an equipment violation, no high center brake light.
Officer Metcalf initiated a traffic stop on the vehicle at Grove Avenue South and Phelps Street East. As Officer Metcalf initiated his lights/sirens, the vehicle took off, spinning the wheels and accelerating on Phelps Street. Officer Metcalf observed the vehicle almost lose control, then regain it. Officer Metcalf observed the vehicle approaching Phelps Street East and Elm Avenue. Officer Metcalf observed the vehicle go up onto the curb almost losing control again. The vehicle then stopped at Elm Avenue South and Phelps Street where a high-risk stop was conducted.
The driver of the vehicle was detained and later identified as Brian Alan Hoffman [DOB REDACTED]. The passenger of the vehicle was detained and later identified as Peter Alan Woollard [DOB REDACTED]. Officer Metcalf knew from previous roll call's that there was PC arrest for Woollard. Officer Metcalf informed Woollard he was under arrest. Woollard was transported to the Steele County Detention Center (SCDC). Officer Metcalf was then was told that Hoffman's driving status was Cancelled-IPS. Officer Metcalf told Hoffman he was under arrest.
Officer Reyes Mijares arrived on scene and grabbed pepper ball due to the driver, Hoffman, not listening to commands to exit the vehicle. Officer Metcalf gave the driver multiple commands until Hoffman began exiting the car. Officer Metcalf instructed Hoffman to walk back towards Officer Reyes Mijares in order to handcuff him. Officer Reyes Mijares was able to grab onto Hoffman and safely handcuff him. While speaking with Hoffman, Officer Metcalf observed he had slurred speech. Hoffman stated this was from his teeth.
Hoffman told Officer Metcalf he had used methamphetamine "a long time ago, around noon (01-20-2026)." Based on this information, the driving conduct and the methamphetamine located, Officer Metcalf transported Hoffman to the SCDC and conducted standardized field sobriety tests. Based on Officer Metcalf's observations he informed Hoffman he was under arrest for DWI. Officer Metcalf then transported Hoffman to the Owatonna Hospital and applied for a search warrant for blood or urine. Officer Metcalf's search warrant was signed.
Officer Metcalf told Hoffman that he had a signed search warrant from the Judge and that refusal to give of blood/urine was a crime. Hoffman stated he would give blood. Officer Metcalf opened the sealed blood kit in front of Hoffman. Kit number B472102 with a 03-31-2026 expiration date. Officer Metcalf observed powder in both tubes. At 11:08PM, Medical Technologist T. P. Drew blood from Hoffman. Due to the placement of the vehicle, it needed to be towed. Officer Reyes and Officer MacDonald conducted an inventory of the vehicle incident to arrest.
