On March 16, 2026, at approximately 2:15 P.M., police responded to [ADDRESS REDACTED], St. Paul, Ramsey County, Minnesota. Upon arrival, police made contact with the caller, DRR, who said that her son, JEREMY JERMAINE RUCKER – [DOB REDACTED], was having a mental health issue and hit his head on the wall. DRR reported that RUCKER was not violent and was walking back and forth in the living room. Police tried to speak with RUCKER, but he refused to speak with officers. Police gave RUCKER the option of going to the hospital, but he refused to answer any questions.
Police discovered that RUCKER had an active warrant for gross misdemeanor Obstructing Legal Process from Olmsted County and was a non-compliant predatory offender, and he was taken into custody. Further investigation determined that RUCKER is required to register as a predatory offender with the Minnesota Bureau of Criminal Apprehension due to a Third Degree Assault conviction in Ramsey County District Court File No. 62-CR-21-7127. A charge of False Imprisonment was dismissed but arose out of the same set of facts/circumstances.
RUCKER’s registration end date is November 22, 2034. On June 10, 2025, RUCKER signed an Address Verification Form listing his primary address as homeless in St. Paul, Ramsey County, Minnesota. RUCKER’s last weekly homeless check-in was on July 25, 2025. RUCKER was marked noncompliant by the Minnesota BCA on September 19, 2025. RUCKER became compliant when he was booked into the Ramsey County Jail on October 6, 2025. Upon RUCKER’s release from custody on October 6, 2025, RUCKER signed a Change of Information Form, which listed his primary address as homeless and using an address of [ADDRESS REDACTED] East (Listening House) in St. Paul, Ramsey County, Minnesota.
On January 6, 2026, RUCKER was marked noncompliant by the Minnesota BCA for failing to report for weekly check-ins with the St. Paul Police Department. Following a Miranda advisory, RUCKER declined to speak with the investigator.
