Complainant is Maple Grove Police Department Detective Missy Parker. Complainant states that from July 7, 2025, to October 17, 2025, officers have repeatedly responded to a residence in the city of Maple Grove, Hennepin County, Minnesota, regarding neighborhood complaints of the improper keeping of animals within the city. On July 7, 2025, Maple Grove Police Department CSO Hamberger responded to the residence that is owned by BONITA BONITA REYNA [DOB REDACTED] due to a report by a neighbor that she was illegally keeping chickens in her back yard.
CSOs spoke with an unidentified male at the residence and advised him of the city ordinance regarding the keeping of animals and was informed that they had a week to remove the chickens. The male stated they would take it up with "the suits." On July 16, 2025, CSOs followed up at the residence and spoke with the male briefly about the chickens. CSOs made contact with a neighbor who granted permission to access her house and observed REYNA had built an enclosure in the back yard that still was housing at least 4 separate chickens.
The neighbor also reported that she has observed chickens in the back yard and continue to live at the residence. On July 31, 2025, officers responded to assist CSOs at the residence. Officers observed there was still an enclosure that housed chickens, contrary to Maple Grove city ordinance. On August 12, 2025, another neighbor called and complained that REYNA had now gotten a rooster and it was disturbing the neighborhood each morning. Officers advised they were working on the situation trying to find a resolution.
Officers have cited REYNA three separate times (••-CR-••-••••; ••-CR-••-••••; & 27-VB-25- 200644) but she has not responded to the citations nor has she removed the chickens. On September 16, 2025, REYNA provided CSOs with a letter claiming they are emotional support chickens. It should be noted that emotional support animals are separate and distinct from protected service animals and there is no exception in City Code for emotional support animals. On October 17, 2025, CSOs received another complaint from a neighbor regarding the chickens and rooster disturbing the neighborhood, noting that they are still there and they have not since been removed.
