At approximately 9:30 PM on October 31, 2025, the Carver County Sheriff’s Office received a driving complaint regarding a vehicle traveling on Highway 212 near County Road 153 in Benton Township, Carver County. The named reporting party indicated the vehicle was swerving into the wrong lane of traffic and onto the shoulder, as well as slowing to 10 miles per hour. Deputy Stowers eventually located the vehicle at the Holiday gas station in Norwood Young America, where Deputy Stowers observed the vehicle reverse and make a u-turn in the parking lot before stopping.
Deputy Stowers spoke with the male, later identified to be Peter John Hoecherl [DOB REDACTED], hereinafter Defendant. Defendant was uncooperative with Deputy Stowers and would speak about government authority and how he was not contracted with the government, and suggested traffic laws did not apply to him. Defendant passed Deputy Stowers a US Passport Card as identification. Deputy Stowers ran Defendant’s name and learned that Defendant had valid driving privileges, but they were restricted such that Defendant was required to drive a vehicle with ignition interlock and any use of alcohol or drugs would invalidate his driving privileges.
Sergeant Mueller noted the vehicle was not equipped with ignition interlock. Deputy Stowers noted Defendant’s eyes were bloodshot and watery, and when placing Defendant under arrest for violating the ignition interlock requirement, he noted an odor of alcohol coming from Defendant’s person. Defendant declined to perform field sobriety tests. Defendant was transported to the Carver County Jail where he was read the Minnesota Breath Test Advisory. When asked if he would submit to a breath test Defendant stated “No” and that he was not in contract with Deputy Stowers and that his federal rights were being violated.
