On November 4, 2025, at 12:46 P.M., Rogers Police officers were dispatched to NAPA Auto Parts located at [ADDRESS REDACTED] in Rogers, Hennepin County, Minnesota for a report of theft. Upon arrival, officers spoke with the store manager, who reported that a theft had occurred at the store on October 21, 2025. The store manager stated that three males entered the store together and stole multiple items before leaving without paying. The store manager provided officers with a list of the stolen items and their values: TCView Thermal Imaging Camera, part #TC001 – $224.00 TCView Thermal Imaging Camera, part #TC002 – $234.00 Milwaukee M18 6.0 Battery, part #48111861 – $229.00 NAPA Battery Charger, part #CBC612V20A – $144.00 Car and Driver Eye2Pro, part #CADE4000 – $280.99 The total loss to the store was $1,111.99. Officers reviewed the NAPA store surveillance video to determine how the theft occurred.
The video showed three male suspects entering the store together at approximately 3:01 P.M. At 5:02 P.M., JAVANTE RAYMALE RICA RICHARDSON ([DOB REDACTED], hereafter Defendant) was observed in the store selecting merchandise. Surveillance footage shows Defendant pick up a Milwaukee M18 battery and appear to conceal the item without making any attempt to pay for it. At 5:05 P.M., Defendant was observed removing a TCView Thermal Imaging Camera from an end cap display. As Defendant walked toward the front counter area, he was observed concealing the item inside his coat pocket.
At 5:06 P.M., Defendant returned to the same end cap display and removed another TCView Thermal Imaging Camera. Surveillance footage shows Defendant looking around the store in a manner consistent with checking whether anyone was watching before appearing to conceal the item inside his coat. Based on the surveillance video, officers conducted a Minnesota Repository of Arrest Photos (MRAP) search for Javante Raymale Rica Richardson [DOB REDACTED]. Officers located a booking photo from a Ramsey County arrest on June 6, 2025. Officers observed that Defendant matched the physical description of the suspect in the NAPA theft, including similar facial hair, physical build, and a distinct marking on the upper right side of his cheek.
Officers compared the booking photo with the surveillance images from the theft and determined that the suspect wearing a black winter jacket with a white undershirt was Defendant. Based on the video evidence, officers determined that the value of the items stolen by Defendant totaled $687.00. Court records show that Defendant previously pled guilty on May 28, 2024, to Gross Misdemeanor Theft in Hennepin County case number 27-CR-23-10433. In that case, adjudication was withheld on the condition that Defendant commit no theft offenses until an anticipated end date of May 28, 2026. Because Defendant committed the present theft offense on October 21, 2025, during the period of the prior theft disposition, the offense is enhanced to a felony-level theft offense. 2 27-CR-26-6282 Filed in District Court State of Minnesota 3/13/2026 Defendant is currently out of custody.
