On November 14, 2025, at approximately 11:25 PM, Officer Milbauer of the Woodbury Department of Public Safety was dispatched to respond to a motor vehicle collision at [ADDRESS REDACTED] in the city of Woodbury, Washington County, Minnesota. The officer arrived and observed a black Ford Expedition wedged between two houses, having crashed parallel to them. There was visible damage to the vehicle and two both residences. A resident of one of the houses stated she had escorted the driver of the vehicle, later fully identified to be SARAH MARIE THEISEN [DOB REDACTED], "Defendant" herein, to her home.
The officer spoke to Defendant, who admitted she was the one driving the vehicle at the time of the collision. Defendant was unwilling or unable to describe how the collision occurred. She stated she had left her home and was driving to pick up her daughter at the time of the collision. The officer observed Defendant to have bloodshot, watery eyes and she spoke with slurred speech. The officer smelled the odor of a consumed alcoholic beverage emitting from Defendant's breath. Defendant admitted that she had consumed three glasses of wine prior to driving.
The officer administered standardized field sobriety tests, during which Defendant performed poorly and multiple clues of impairment were observed. Defendant was placed under arrest and transported to the Woodbury Police Department. Defendant was read the Minnesota Implied Consent Advisory and was provided an opportunity to contact an attorney. Defendant subsequently agreed to submit to an evidentiary breath test. Defendant was administered a Data Master Transportable (DMT) breath test at approximately 12:42 AM, the final reading of which indicated Defendant had a 0.23 BAC. A review of Defendant's records shows no prior qualifying impaired driving related convictions.
