On September 1, 2025 at approximately 8:30 P.M., Officer Wegner of the Woodbury Police Department was on patrol in the Woodbury Target Parking lot in Woodbury, Washington County, Minnesota. Officer Wegner observed a male walking towards him through the parking lot. The male then made eye contact with Officer Wegner and immediately divert his path of travel by 90 degrees. This drew Officer Wegner's attention because in his experience, people engaged in criminal activity or who have active warrants will make abrupt changes in their normal behavior to avoid coming into contact with law enforcement.
Officer Wegner continued to observe the male as he walked through the parking lot. Officer Wegner then observed the suspect cross Queens Drive at a point in between intersections at a point where there was no crosswalk. Based on the suspicious behavior of the suspect as well as the pedestrian violation, Officer Wegner initiated a stop of the suspect. Officer Wegner showed the suspect where he should have crossed the road and asked for his identification. The suspect was identified via Minnesota Drivers License as SWENSON JEROME KEELER, [DOB REDACTED], Defendant herein.
Officer Wegner returned to his car to run Defendant's records. Officer Wegner confirmed that Defendant had a felony arrest warrant out of Hennepin County. While Officer Wegner was viewing Defendant's records, he overheard Officer Milbauer ask if the Defendant had any more narcotics on his person. Officer Wegner then looked over and observed Defendant grinding up a white powdery substance between his fingers and scattering it in the grass. Officer Wegner immediately moved to handcuff the Defendant.
In front of the Defendant was a glass bulb pipe with a white crystal substance and burn marks. Officer Wegner then searched Defendant and his backpack. Inside of the backpack, Officer Wegner located a loaded syringe that contained a red liquid substance. In Officer Wegner's experience, this is consistent with methamphetamine and blood mixed together. The substance in the syringe field tested positive for methamphetamine and weighed 0.28 grams. Defendant is not currently in custody.
