On 4/18/23 at about 1649 hours, a Roseville Police Officer was on patrol in the parking lot of Hamline Terrace Apartments at [ADDRESS REDACTED] N, in Roseville, Ramsey County. While driving through the lot, the Officer saw a motorcycle backed into a parking space in a manner that concealed the rear license plate. Auto thieves commonly back vehicles in when parking them in order to conceal the license plate or conceal the absence of a plate. The motorcycle was parked adjacent to a Pontiac sedan that was occupied by an adult female.
The female was speaking with an adult male who was standing outside of the vehicle near both the Pontiac and the motorcycle. The Officer drove past the motorcycle and then to an adjacent parking lot where he saw that the motorcycle was not displaying any license plate. Auto thieves commonly remove license plates in order to thwart law enforcement efforts to identify it. The Officer then approached the motorcycle on foot and saw that its ignition was "punched". Auto thieves commonly “punch” an ignition so that it can be operated without a key.
When the Officer checked the motorcycle’s VIN, it came back stolen. While the Officer was conducting his investigation of the motorcycle, the adult female and adult male began walking away from the area on foot. Both were stopped and detained. The male was identified as Dylan Jon HOLTZKAMP ([DOB REDACTED]) and the female was identified as Tanya Nicole PETERSON ([DOB REDACTED]). During a search incident to arrest, police found a plastic baggie containing suspected narcotics in HOLTZKAMP’s pocket. When asked what the substance was, HOLTZKAMP said "meth". The substance later field tested positive as methamphetamine with a net weight of.7 grams.
During a post-Miranda interview, HOLTZKAMP said he was never on the motorcycle, with the motorcycle, or knew who was with the motorcycle. HOLTZKAMP said the suspected narcotics found on his person was methamphetamine with "possibly" fentanyl. A DNA swab was collected from the handlebar of the motorcycle. Pursuant to a search warrant, Roseville Police then obtained a known sample of HOLTZKAMP’s DNA. The DNA swab and the Known DNA sample were then submitted to the BCA for comparison. On 3/16/24, the BCA reported that the DNA from the swab matched HOLTZKAMP’s known DNA. According to the BCA report, the DNA profile from the motorcycle was interpreted as a mixture originating from three individuals.
The major male DNA profile matched HOLTZKAMP. The probability of observing this DNA profile is greater than 100 billion times more likely if a mixture from HOLTZKAMP and two unknown, unrelated individual is the source than if a mixture of three unknown, unrelated individuals is the source. HOLTZKAMP has already been charged with the theft of the motorcycle; 27-CR-23-21600. HOLTZKAMP has at least one active warrant. HOLTZKAMP has more than 5 prior felony convictions.
