Based upon the information contained therein, your Complainant believes the following to be true and correct: That at approximately 2:45 P.M. On December 3, 2025, Officer Rinzel was out on routine patrol when he observed a Honda Fit motor vehicle eastbound 80th Street make a right turn onto southbound Hadley Avenue without using a turn signal. Officer Rinzel followed the suspect motor vehicle and observed the passenger side tires to cross over the right side fog line. Officer Rinzel initiated a traffic stop.
Once stopped Officer Rinzel approached and identified the male driver via a Minnesota picture driver’s license as one FAYSAL NUR AHMED, hereinafter referred to as “the Defendant.” Upon running the Defendant Officer Rinzel learned that the Defendant had a Minnesota restricted driver’s license. The restrictions were a prohibition against “any use of alcohol”, also known as a B card, and the requirement for an ignition interlock device. During Officer Rinzel’s contact with the Defendant he observed an odor of alcohol and the Defendant’s eyes to be glossy.
Officer Rinzel first inquired about the ignition interlock device. Officer Rinzel informed the Defendant that he did not see either a mouthpiece or a camera. The Defendant then pulled the camera from his floorboard area and then pulled the mouthpiece from the cup holder. Officer Rinzel then asked the Defendant to turn off the vehicle so he could verify it was operational. The Defendant admitted that the interlock device “did not work”. The Defendant also admitted to “drinking a little alcohol today.” Officer Rinzel asked the Defendant to step from the vehicle to perform roadside field sobriety testing.
The Defendant agreed and his performance on those tests did not indicate that the Defendant was impaired. Officer Rinzel had the Defendant submit to a digital PBT. That test indicated an alcohol concentration of 0.017. The Defendant also admitted to consuming 50 ml of whisky earlier. Officer Rinzel placed the Defendant under arrest for the B-Card violation and for operating the vehicle without a working ignition interlock device. The above facts constitute PROBABLE CAUSE to believe that on or about the 3rd day of December, 2025, in the City of Cottage Grove, Washington County, State of Minnesota, one FAYSAL NUR AHMED committed the above described offenses.
