On December 19, 2025, at approximately 6:18 P.M., Officer Cook was notified of a shoplifting in progress at Von Maur, 1595 Highway 36 West, Roseville, County of Ramsey. Asset Protection Manager CW reported two males entered Von Maur, selected merchandise, concealed the merchandise on their person, and exited the store without paying. CW reported she stopped the suspects in the parking lot. The males discarded the stolen merchandise when stopped, but walked away. Officer Cook observed the male suspects approach a green 2002 Chevrolet Silverado parked in the customer pickup area.
Officer Cook announced “Police,” and told the suspects to stop and that they were under arrest. The suspects entered the Chevrolet Silverado. One male entered the front passenger seat and the second suspect entered the rear seat of the vehicle from the passenger side. Again, Officer Cook announced the males were under arrest and to stop. The Chevrolet Silverado was running, and there was a female in the driver’s seat. The Chevrolet Silverado moved forward slowly. Officer Cook approached the vehicle on foot, knocked on the rear passenger window multiple times, and gave commands for the occupants to stop.
The Chevrolet Silverado accelerated and fled out of the parking lot at a high speed. The vehicle drove around stopped traffic in the parking lot, and exited onto eastbound County Road B2. Officers located the vehicle exiting onto Hamlin Avenue from the neighborhood directly northeast of Rosedale Center. The vehicle was stopped on Oakcrest Avenue. The two male suspects fled on foot. The female driver-later identified as LOGYNN BETH BROWN, [DOB REDACTED], was arrested. BROWN told officers she did not know the male suspects and was forced to drive at gunpoint when the males entered her vehicle.
Based on information provided by BROWN, several other agencies responded. Minnesota State Patrol Aviation was also asked to assist. Rosedale Security Video showed BROWN’s truck arrive at Rosedale Center. Both male suspects exited her vehicle before entering Von Maur. After a Miranda advisory, BROWN spoke to Officer Cook. BROWN said she was driving her father’s vehicle. She knew CJ and DOT since the summer of 2025, but did not know them well. She picked up CJ and DOT in Saint Paul earlier in the day to go Christmas shopping at Rosedale Center.
When she arrived at Rosedale Center, she had mechanical problems with her vehicle. She stayed in the vehicle and CJ and DOT entered the mall. When CJ and DOT exited the store, they knocked on the vehicle door because it was locked. She allowed them to enter the vehicle. They told her to go and drive away. BROWN said she heard Officer Cook yell, “You’re under arrest.” She knew Officer Cook was an officer and was trying to stop her vehicle. BROWN said she was scared, and drove. BROWN also heard Officer Cook knock on the window of the vehicle.
