Victim 1 reported that she collided with with a red Buick SUV, and that the red Buick had front end damage. She said that the driver of the Buick approached her after the crash and asked her not to call 911. When she told him that she was on the phone with 911, he went back to his vehicle and fled the scene. Trooper Matthew Carlson received a report of a second hit and run about 40 minutes later. This accident happened at the intersection of County Road 11 and HWY 10 in Becker Township, Sherburne County, Minnesota.
Trooper Carlson arrived on scene and spoke to Victim 2 who reported that he had been traveling northbound on CR 11 heading toward HWY 10. He reported that as he approached the intersection, he saw approximately 15 cars stopped at the red light on eastbound HWY 10. Then, as he entered the intersection, he saw a red Buick SUV in the left turn lane of eastbound HWY speed past the stopped vehicles and into the intersection. In the intersection, Victim 2’s vehicle collided with the red Buick. Victim 2’s vehicle had significant front passenger-side damage and Victim 1 reported chest pain from the seatbelt.
Witness 1 provided a statement and reported that he was stopped at the red light in the left through lane of eastbound HWY 10 when he saw the Buick speed past him in the left turn lane and into the intersection on the red light. He said that he estimated that the Buick was traveling about 90 miles per hour when it entered the intersection and hit Victim 2’s vehicle. Witnesses at the second scene said that the Buick did not stop after the crash and that it drove away heading north on Lakeshore Drive.
Trooper Carlson responded to that area to search for the red Buick. He saw it pulling out of the Holiday Gas Station at the intersection of HWY 25 and HWY 10 in the City of Big Lake. He saw that the Buick was dragging its rear bumper and had heavy rear passenger side damage, consistent with the reports from Victim 2 and Witness 1. Trooper Carlson saw that the vehicle had its left turn signal on but as he approached it, it made a right turn instead. Trooper Carlson had to make a U Turn to pursue the vehicle.
When he caught up to it, he saw it accelerate away as if to flee, but it instead took the closest turn into a parking lot. There, Trooper Carlson boxed in the vehicle to prevent it from fleeing and he approached the driver. Trooper Carlson identified the driver as KALEB AARON MOSHER, [DOB REDACTED], the above-named defendant. The Defendant denied being in the first crash and said that he had been rearended in the second crash. He reported that he was in the intersection at the time of the collision because had been in the right lane when the light turned yellow.
The Defendant performed Field Sobriety Tests but Trooper Carlson did not observe any signs of impairment. Trooper Carlson then ran the Defendant’s name through NCIC and determined that he had four active warrants for his arrest, and a Driver’s License that was Cancelled as Inimical to Public Safety. His Driver’s License indicates that it has been Cancelled-IPS since July 2023. Trooper Landon Thompson conducted a crash investigation for both accidents. As part of the investigation, he followed up with the registered owner of the red Buick, Victim 3, fully identified in the reports.
