While working for the Southwest Metro Drug Task Force (SWMDTF), Agent Theis of the Scott County Sheriff’s Office learned from a Confidential Source (CS) that PHILLIP DAVID FRITZ ([DOB redacted]) was selling methamphetamine in the Carver County community. CS reported that Fritz was selling methamphetamine and cocaine out of his residence in Chaska, Carver County, Minnesota. Agent Theis confirmed that Fritz was residing in Chaska and learned that Fritz was registered to four different vehicles. During the week of December 22, 2025, Agent Theis coordinated a controlled purchase of methamphetamine from Fritz with CS. Agents searched CS’s person and vehicle prior to the controlled purchased and confirmed that CS had no controlled substances in their possession.
Agent Theis followed CS to the meeting location and observed the transaction take place in Fritz’s maroon vehicle. CS returned to Agents and confirmed that Fritz sold them 3.5 grams of methamphetamine. During the week of December 29, 2025, Agent Theis coordinated a second controlled purchase of methamphetamine from Fritz with CS. During this second sale, Fritz used a silver vehicle while travelling to and from the sale location. Following the sale, Agent Theil confirmed that Fritz sold CS 14 grams of methamphetamine.
On January 6, 2026, Agents conducted a trash pull at Fritz’s residence. Agents collected several plastic baggies consistent with controlled substance sales and mail with Fritz’s name and address on it. Agents performed an ion scan on the plastic baggies which alarmed positive for methamphetamine and cocaine. On January 12, 2026, law enforcement executed a search warrant on Fritz’s residence, vehicles, and his person. During the search of Fritz’s residence, officers located 855 grams and 28.5 grams of cocaine in the detached garage.
While detained, Fritz was read his Miranda rights and agreed to speak with officers. Fritz reported that the methamphetamine and cocaine were his and that he intended to divide them up for sale. Fritz also reported that he has been selling controlled substances in the community, and some of the money on his person was from controlled substance sales. Given the large quantity of controlled substances in Fritz’s possession and his admission to selling in the community, he presents as an extreme risk to public safety.
Additionally, it is alleged that Fritz was in possession of controlled substances again on February 24, 2026, in 70-CR-26-2999. Due to Fritz’s ongoing use and possession of controlled substances, the State is requesting a warrant. PLEASE TAKE NOTICE: Pursuant to Minn. Stat. 609.49., intentional failure to appear for duly scheduled court appearances may result in additional criminal charges, and in addition to any arrest warrant that may otherwise be issued by the Court.
