On September 29, 2025, A. P., fully identified in police reports, contacted Albany Police Department regarding a tracking device her friend B. S., fully identified in police reports, found hidden in her vehicle. Law enforcement met with B. S. Who reported on that day she was at her residence in the City of Albany, County of Stearns, State of Minnesota when she got a notification on her iPhone that it had detected an ACCUTag near her area. B. S. Searched her vehicle and found a tracking tag hidden in the rear storage compartment of her vehicle.
B. S. Reported she did not place this tracking device in her vehicle, nor did she give anyone permission to do so. B. S. Believed Randy Allen Ritter, [DOB REDACTED], defendant herein, may have been the one to put the tracking device in her vehicle. B. S. Reported defendant was cleaning her car on September 27 or 28, 2025, and she believes he may have put the device in her car then. Law enforcement went and spoke to defendant. Defendant admitted he placed the tracking device in B. S.'s vehicle. He told the officer he placed the tracking device in B. S.'s vehicle because he believed she may be cheating on him.
Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute your complainant's basis for believing that the above-named defendant, from on or about the 27th day of September, 2025, to the 29th day of September, 2025, in the City of Albany, County of Stearns, State of Minnesota, committed the offense(s) described herein.
