On or about January 1, 2026, Rochester Police Officer Hulshizer conducted a traffic stop on a vehicle due to the registered owner having an active warrant. Officer Hulshizer made contact with the driver who verbally identified herself as SAVANNA LUANN DAVIS-CORNELL [DOB REDACTED]. Davis-Cornell reported that she did not have a valid license to operate a motor vehicle. While speaking with Davis- Cornell, Officer Hulshizer recognized signs of recent controlled substance use including dilated pupils that did not react to light and rapid speech.
Davis-Cornell reported that she had not used methamphetamine in approximately 2 days. Based on his training and experience, Officer Hulshizer suspected that Davis- Cornell was under the influence of a controlled substance. Officer Peterson arrived to conduct field sobriety tests. Officer Peterson is a certified Drug Recognition Evaluator in Minnesota and is familiar with signs of controlled substance impairment. Davis-Cornell performed various standardized field sobriety tests. Officer Peterson observed signs of impairment during the Modified Romberg test and during a pupil check.
Davis- Cornell reported that she had used methamphetamine as recently as December 30, 2025. Based on the signs of impairment and reported recent methamphetamine use, Davis-Cornell was placed under arrest for suspected DWI. In a search incident to arrest, Officer Hulshizer located a baggie with 0.3 grams of methamphetamine on Davis-Cornell’s person. At the Adult Detention Center, Davis-Cornell was served with a warrant for her blood or urine. She provided a blood sample without incident. The blood sample was sent to the BCA for testing.
It is anticipated that the sample will test positive for methamphetamine based on the signs of impairment, her reported recent use, and the presence of methamphetamine located on her person.
