Your Complainant is an Investigator for the Anoka County Sheriff’s Office and in such capacity makes this Complaint based upon the reports of Deputies Grant Olson and Jason Corlew, whom your Complainant believes to be truthful and reliable. On November 24, 2025, at approximately 2:09 P.M., Deputy Grant Olson of the Anoka County Sheriff’s Office was on duty and received a dispatch report of vehicle stuck in the ditch near the intersection of Swan Lake Lane and Cedar Drive, in the City of Oak Grove, County of Anoka, State of Minnesota.
The caller stated that he believed the driver was under the influence of alcohol. Deputy Olson learned this may be related to a hit and run crash that occurred in Ham Lake just prior to this call. Deputy Jason Corlew of the Anoka County Sheriff's Office was also responding. Upon arrival, Deputy Olson observed a male seated in the driver’s seat of the suspect vehicle, Minnesota license plate [PLATE REDACTED]. Deputy Olson first spoke with a passerby who stated that he was heading to go hunting in the area when he came across the vehicle.
He stated that the male driver wanted him to pull him out of the ditch and he would have but the driver was clearly intoxicated. Deputy Corlew arrived on scene and parked in front of the suspect vehicle as he observed the rear tires of the vehicle were still moving but stuck in the mud. Deputy Corlew observed an older male in the driver’s seat of the vehicle and sole occupant of the vehicle. Deputy Corlew approached the vehicle and spoke with the driver subsequently identified as the defendant herein ANTHONY ROBERT BAKER, [DOB redacted]. Deputy Corlew observed the defendant’s speech was slurred and assisted the defendant out of the vehicle.
Deputy Corlew also detected the odor of an alcoholic beverage on the defendant and observed the defendant was very unsteady on his feet once they got up to the road. Deputy Corlew was concerned the defendant was going to fall while he was standing and walking around. Deputy Olson approached the defendant and observed the defendant’s eyes were bloodshot and watery and unsteady on his feet. Deputy Olson also detected the odor of an alcoholic beverage on the defendant and observed the defendant’s speech was extremely slurred while he spoke with him.
Deputies had to grab onto the defendant on numerous occasions to prevent him from falling. The defendant admitted consuming some alcohol prior to driving the vehicle. Deputy Olson administered the horizontal gaze nystagmus test to the defendant and observed the lack of smooth pursuit in the defendant’s left eye, but the defendant was not tracking his finger long enough to complete the test. Deputy Olson observed the defendant was unsteady on his feet during the test. Deputy Olson did not administer the walk and turn test, or one leg stand test due to the defendant nearly falling over on multiple occasions.
