On January 4, 2026, at approximately 5:00 PM, officers with the Rochester Police Department were patrolling the area of Marion Road SE in Rochester, Olmsted County, MN. At that time, Ofc. Rodenwald observed a vehicle (MN RJT411) drive into a gas station parking lot and park in a handicap stall. Ofc. Rodenwald identified the driver of the vehicle as MICHAEL MARTIN COZIK [DOB REDACTED]. Cozik's [DL# REDACTED] is revoked and he is restricted from driving vehicles that do not have ignition interlock installed.
Ofc. Rodenwald could see that the vehicle did not have ignition interlock installed. Cozik entered the gas station and then returned to his car a short time later. An unknown male arrived and briefly met with Cozik. They engaged in a short hand-to-hand interaction that was consistent with a drug transaction. Ofc. Rodenwald further suspected this to be a drug transaction because after the unknown male met with Cozik, he did not patronize the gas station in any way. Cozik left the gas station and drove eastbound away from the transaction location.
A traffic stop was initiated near the intersection of Eastgate Dr. And Eastwood Rd. SE. Cozik's identity was confirmed and he was placed under arrest for violation of the ignition interlock license restriction. During a search incident to arrest, a methamphetamine pipe was located on his person. Based on the observations at the gas station and presence of drug paraphernalia, a K9 unit was called to the scene to conduct a dog sniff. Ofc. Bowron's K9 partner alerted for the presence of controlled substances in the car, so a motor vehicle search was conducted.
Inside the vehicle, a black backpack was found in the back seat. The backpack contained two large bags of suspected methamphetamine, three smaller bags of suspected methamphetamine, a black scale, coffee strainers, plastic bags, a secondary cell phone, and another burned methamphetamine pipe. Cozik was transported to the Olmsted County Adult Detention Center. The contraband found in his vehicle was processed. In total, the suspected methamphetamine tested presumptively positive and weighed 439.4 grams, including packaging.
In combination with the observed hand-to-hand transaction, the large volume of methamphetamine is well in excess of a user amount and shows an intent to distribute the controlled substance to others.
