All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. On March 20, 2026, Officer Lemenager of the Duluth Police Department responded to [ADDRESS REDACTED], Duluth, St. Louis County, Minnesota to assist St. Louis County Social Services with removing children from a home. Officer Lemenager spoke with Anna Kloth, a child [NAME REDACTED], who stated the address is occupied by LAKEYA LATRICE DAVIS, [DOB REDACTED], hereinafter Defendant, and her two minor children.
Kloth explained that St. Louis County currently has custody of the older child, but they allow her to stay with Defendant as long as she follows the CPS guidelines. Defendant still has custody of the youngest child. On this date, at approximately 4:00pm, Kloth went to the address and observed that Defendant had been drinking alcohol and advised Defendant it was in the children’s best interest to be placed elsewhere for the time being until they have court again regarding custody. Kloth left the residence to secure an emergency police hold for the youngest child.
Officer Lemenager and Kloth arrived at approximately 6:40pm and made contact with Defendant who allowed them inside her residence. Officer Lemenager noted a strong odor of alcohol on Defendant’s breath and Defendant was hysterical, stating that her children were no longer there and they could not take them. Officer Lemenager did a walk-through of Defendant’s house, with Defendant’s permission, and did not locate the children. Officer Lemenager then attempted to speak to Defendant who advised she had sent her children with one of her cousins and that they were on their way to the twin cities.
Officer Lemenager noted throughout speaking with Defendant she changed her story multiple times, stating the children were on their way to the cities, to Chicago, at an unknown residence in Superior, and on their way to Georgia by vehicle. Defendant continued to be hysterical and refused to provide officers and social workers any reliable information as to where the children may be. Defendant continued to be uncooperative and stated on multiple occasions she was not going to give up her kids or let anyone take her children.
Defendant was advised of the consequences if the children were not located and Defendant refused to advise officers of the whereabouts of her children. Defendant was placed under arrest for the deprivation of parental rights of St. Louis County. Officers continued their investigation into the children’s whereabouts. Officers attempted to call several other people who might be involved or have information as to who has the children but were unsuccessful. Kloth stated she saw people that were coming and going from Defendant’s address to a neighboring unit, and she suspected the children may be there.
