On December 17, 2025, at approximately 2:29pm, law enforcement from the Moorhead Police Department was contacted regarding a possible assault with a dangerous weapon. The Complaint indicated that a male individual with long hair, gray sweatpants and a gray shirt had chased them with a knife. Officer Werk responded to an apartment complex on 20th Street South and made contact with A. P. And A. D. (hereinafter "Victims"). The Victims were at the complex to spray for bugs. When the Victims arrived at the apartment where Ivan Lawrence Shipman [DOB REDACTED] ("Defendant") resided, they got into a disagreement with the Defendant.
The Victims indicated that the Defendant did not believe they were who they said they were. The Victims retrieved a business card; however, the Defendant got verbal with them, and they moved on to another apartment. The Victims could hear the Defendant yelling from the other apartment. When the Victims walked back into the hallway they observed the Defendant with the knife. The Defendant asked the victims if they could see the knife and then charged towards the victims with the knife. The Victims were able to leave the apartment complex before the Defendant reached them.
The Victims indicated that the Defendant did point the knife towards them during this incident and believed the Defendant may have stabbed them if he had been able to get to them. Law enforcement made contact with the Defendant at his apartment. The Defendant was upset and told law enforcement something to effect of "they should exterminate themselves," referring to the Victims. The Defendant further told law enforcement "I have broken no laws, but I had come close to doing it today though. I had a knife in my hand, and I was ready to stab them." Throughout the conversation with law enforcement, the Defendant how upset he was, indicating he's had a war since he's been here and he's ready to fight back. ### PLEASE TAKE NOTICE: Pursuant to Minn.
