On January 15, 2026 at approximately 3:45pm, Officers Venteicher and Goergen were assigned on patrol in downtown Rochester, within Olmsted County, Minnesota. While reviewing cameras, Officer Venteicher observed Jhirmon Simmons [DOB REDACTED] on security cameras on the sixth floor of a parking ramp. Officers knew Simmons from prior contact and knew that Simmons had an active warrant out of Olmsted County. Officers arrived at the ramp and made contact with Simmons. Simmons was advised that he was under arrest for the warrant.
Simmons tensed up and attempted to pull away. He was advised multiple times that he was under arrest, yet he continued to pull away and struggle, making it difficult for officers to put him in handcuffs. After three or four minutes, officers managed to get Simmons in handcuffs. During a search incident to arrest, officers located a small piece of tin foil. Inside, there was a powdered substance that tested positive for fentanyl. It weighed approximately.1g without packaging, although an accurate weight was difficult to obtain due to fentanyl being relatively loose inside the tinfoil.
Simmons was previously convicted of controlled substance crimes, as recently as ••-CR-••-••••. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE.
