On November 5, 2025, at approximately 6:44 PM, Officer Witt of the Woodbury Department of Public Safety was dispatched to respond to a report of a theft of a motorized scooter from outside a residence located on the 2100 block of Cypress Drive in the city of Woodbury, County of Washington, State of Minnesota. The complainant reported that his neighbor's doorbell camera showed an adult female who appeared to be attempting to block the camera while her child [NAME REDACTED]. The officer parked nearby and was writing a police report when he received a call that the suspect had returned to the residence in a vehicle.
The officer responded and observed a Kia Soul parked in the driveway and an adult female with a male juvenile near the front door of the residence. The adult female was later fully identified to be AMANDA ALMSTED NORLING [DOB REDACTED], "Defendant" herein. The officer spoke to Defendant who said she had been having issues with kids who live at the residence, and that she had came and was knocking on the door to try and resolve the situation but no one would come to the door. Defendant admitted that she took the scooter, saying she did so to try and force the conversation.
Defendant admitted that she had possession of the scooter and agreed to return it. Defendant removed the scooter from her vehicle, the Kia Soul parked in the driveway, and threw the scooter on the ground. Defendant's child, age 9, was also inside the vehicle. Defendant initially refused to identify herself and kept trying to walk away after the officer informed her she was not free to leave. While speaking with Defendant, the officer smelled an odor of alcohol on Defendant's breath. The officer checked Defendant's eyes and observed nystagmus at maximum deviation.
Defendant initially refused to complete standardized field sobriety tests, but subsequently agreed to participate. The officer administered standardized field sobriety tests, during which Defendant performed poorly and multiple clues of impairment were observed. Defendant provided a sample for a preliminary breath test, the result of which indicated she had a 0.202 BAC. Defendant was placed under arrest and dropped to the ground and began screaming. Defendant continued swearing at the officer while being secured in the squad vehicle.
Defendant was transported to the Woodbury Police Department and read the Minnesota Breath Test Advisory and subsequently agreed to submit to an evidentiary breath test. Defendant was administered a Data Master Transportable (DMT) breath test at approximately 8:47 PM, the final reading of which indicated she had a 0.21 BAC. A review of Defendant's records shows one prior qualifying impaired driving related conviction.
