On January 15, 2026, at approximately 2:56 A.M., Sergeant Tabatt was on routine patrol in a marked squad car in the area of Seventh Street North facing west at 33rd Avenue North in the City of St. Cloud, Stearns County, Minnesota. Sergeant Tabatt observed a vehicle driving south from Eighth Street with a lone black male occupant. Sergeant Tabatt ran the vehicle's registration and learned it registered to K. K., fully identified in the police reports, who is familiar with from prior contacts. Sergeant Tabatt is aware a male named Sier Tyree Hinds, [DOB REDACTED], the defendant herein, lives with K. K. At an address in the 400 block of 27th Avenue North, and believed he may be the driver of the vehicle.
Sergeant Tabatt pulled in behind the vehicle and observed it quickly turned east on Fifth Street North from 33rd Avenue North and then immediately turned south into the first alleyway. Sergeant Tabatt was aware, based on his training and experience, that vehicles making abrupt turns after a marked squad car pulls in behind them can be indicative of criminal behavior. Sergeant Tabatt had Dispatch run the defendant's name and learned he had an active warrant for his arrest. Sergeant Tabatt turned west onto Fourth Street North and looked up the alleyway, not seeing the vehicle.
Sergeant Tabatt got onto 33rd Avenue North, ultimately turning northbound, and saw the vehicle parked backed up to an apartment building in the 400 block. Sergeant Tabatt approached the vehicle and observed a black male in a gold coat and green hat attempting to get out of the vehicle. Sergeant Tabatt activated his emergency lights, as he believed the defendant was contemplating getting out of the vehicle, and observed the male attempting to hide his face behind the driver's door while looking at him.
Based on prior contacts and being familiar with the defendant's appearance, specifically his eyes, Sergeant Tabatt confirmed the driver was the defendant. Sergeant Tabatt told the defendant he was under arrest and to stop; however, the defendant got back in the vehicle and accelerated heavily onto 33rd Avenue North, turning east onto Fourth Street North. Sergeant Tabatt followed the vehicle at the speed limit down Fourth Street North, as he observed the vehicle traveling at a high rate of speed to the east.
The entirety of the pursuit was in the City of St. Cloud, Stearns County, Minnesota. Sergeant Tabatt discontinued the pursuit and learned a short time later Officer Anderson had located the vehicle abandoned at 21st Avenue North. Officer Anderson advised a witness reported the driver ran to the southeast. Officers observed fresh tracks along with currency, brass knuckles, and a pocket knife in the area of the vehicle but were unable to locate the defendant. Sergeant Tabatt observed in plain sight in the vehicle that was still running, three cell phones.
