On November 23, 2025, at approximately 3:00 P.M., Wright County Deputy Ramaker was dispatched to the Wright County Jail, [ADDRESS REDACTED] NE, Buffalo, Wright County, Minnesota, for a report of assault between a Corrections Officer and an inmate. Upon arrival at the Jail, Dep. Ramaker spoke with CO Willems, who stated that he is employed by Wright County and was working during the incident. He said that at approximately 2:35 P.M., he was notified that inmate Victor Sasha Cantu, [DOB REDACTED], hereinafter the defendant, was refusing to enter his cell during a lock down in the Bravo unit.
CO Willems responded and observed that the defendant was on the top tier refusing to lock down. He got to the top tier and gave the defendant two verbal commands to get on the ground and he refused. At the second verbal command to get on the ground the defendant was warned that if he did not comply, he was going to get sprayed. The defendant refused to comply and was sprayed with a two second burst in the face. When the defendant was exposed to the chemical agent he charged the CO, who tackled him to the ground.
At that point, the defendant proceeded to punch CO Willems in the face approximately five or six times. After eventually getting the defendant under control and handcuffed, he was taken to booking and placed back into a single cell. The defendant was properly decontaminated from the CO spray and was provided medical attention which he refused. CO Willems sustained a small cut in the middle of his forehead and redness on his forehead. The incident was caught on video, and Dep. Ramaker observed that everything in the video matches what was stated by CO Willems.
