On November 29, 2025 at approximately 2257 hours, Ofc. Horton of the Rochester Police Department dispatched to the area of 14th Street and 5th avenue NE, Rochester. On arrival, Horton contacted an adult male, fully identified in police reports and hereinafter referred to as Witness 1. Witness 1 stated that she had picked up her son and daughter from a bar. She stated that her daughter, defendant herein, Lisa Tarango [DOB REDACTED], started hitting her son, an adult male hereinafter referred to as Victim.
The strikes were with a closed fist, and Victim repeatedly told defendant to stop. Witness 1 reported that the physical altercation lasted approximately 5 to ten minutes. Witness 1 stated that she instructed both defendant and victim [NAME REDACTED], and defendant began kicking Victim and the vehicle’s door as he attempted to close it. Ofc. Perry noted that Victim [NAME REDACTED] in and around his mouth. Witness 1 told Perry that defendant said she would claim Victim raped her if police were called.
Ofc. Mendoza spoke with defendant and noted that she appeared highly intoxicated. She identified herself as Melissa Javes and provided a false birthdate. It was apparent that defendant was attempting to give the name Melissa Jabs, who is the registered owner of the vehicle they rode in. Defendant grew uncooperative with officers, and claimed that victim [NAME REDACTED] had raped her. She was transported to St. Mary’s Hospital. Ofc. Horton positively identified defendant and noted warrants out of multiple counties.
Defendant was placed in a wheelchair in the hospital, and attempted to kick Ofc. Mendoza in the face. Defendant was combative with officers and hospital staff. Defendant punched Ofc. Hulshizer as she was transferred from the hospital to the garage. Ofc. Ziemann grabbed her hands to prevent further assault, and defendant bit Ziemann on the left hand. Ziemann felt the pressure of the bite, but was able to pull his hand from her before any injury occurred. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
