On March 18, 2026, at approximately 11:26 P.M., Carver County Deputy Stumpf was dispatched to a call in which it was reported that a male had left a voicemail on a Juvenile's cell phone stating he was going to kill them. The juvenile was identified as a minor female under the age of 15, Victim 1. Deputy Stumpf was asked to respond to Victim 1's mother's residence, which is located in Carver County. Deputy Stumpf responded and met with Victim 1's mother, Witness 1. Witness 1 provided the following information.
On March 18, 2026, at approximately 5:45 P.M., Victim 1 received a phone call and voicemail from a number that Victim 1 was unfamiliar with. The voicemail stated, "You little bastard. You bastard. I'm gonna kill you. I'm gonna find you, and!'m gonna kill you. Do you understand me? I'm gonna find you." The voicemail contained a male's voice, and the voice exhibited an aggressive and alarming tone. Victim 1 was "pretty alarmed" and said she did not want to get murdered. Witness 2, an adult male, called the number back shortly after 11:00 P.M. And a male answered.
The male cursed out Witness 2, threatening to kill Witness 2 as well. Investigation revealed previous contacts between the phone number and the Carver County Sheriff's Office indicating the number may belong to Brian Forrest Sullivan, [DOB REDACTED]. Deputies went to Sullivan's Chanhassen residence and made contact with Sullivan. Deputy Stumpf played the voicemail that was left on Victim 1's phone, and Sullivan agreed that it was him. Sullivan explained that he "can't stop these people from calling me." Deputy Stumpf asked who the people were, and Sullivan stated he did not know.
Deputy Stumpf explained to Sullivan that the voicemail he left said he was going to kill them, and Sullivan stated he wasn't going to kill anyone. Deputy Stumpf asked Sullivan who he was trying to call that night, and Sullivan said, "I'm not calling anyone." Sullivan then stated someone called him, he returned the call and then left a voicemail. Sullivan stated he receives phone calls and threats over the phone. Sullivan stated he receives roughly 60 calls a day from companies and said he must threaten them to stop it.
Deputy Stumpf informed Sullivan that someone called in to report that they had received a phone voicemail: from his phone and that the voicemail stated he was going to kill them. Sullivan stated, "I'm not going to hurt anyone" and that he was very sorry for that. Sullivan was arrested and transported to the Carver County Jail.
