On February 3, 2026, at approximately 1504 hours, Woodbury Police Department Sgt. Boukal was on patrol in the city of Woodbury, Washington County, Minnesota, when he observed a vehicle commit several traffic violations. Sgt. Boukal ran a check of the vehicle's license plate and saw that the registered owner's driver's license was expired. He also observed that the rear passenger windows and rear windshield were tinted beyond 50% light transmittal. Sgt. Boukal initiated a traffic stop on the vehicle and made contact with the driver, and registered owner, EAT [DOB REDACTED]. There was another female passenger in the front passenger seat and a male passenger in the backseat.
The male passenger was eventually identified as CHRISTIAN DAVID ANDERSON [DOB REDACTED]. During his interactions with EAT, Anderson, and the female passenger, Sgt. Boukal discovered evidence of narcotic use and it appeared that EAT was driving while under the influence of a controlled substance. Sgt. Boukal observed that Anderson appeared to be under the influence of a controlled substance. He observed a scale underneath Anderson's arm and asked Anderson to open up the cover, so he could see what type of narcotics residue was on the scale.
Anderson placed the scale near his pant leg and began rubbing it against his pant leg, in an attempt to conceal what type of narcotics residue was on the scale. Another Woodbury Police Department officer arrived on scene and observed a narcotics pipe in plain view. Officers had all three occupants step out of the vehicle. As Anderson was stepping out of the vehicle, he was clutching a black bag, which ultimately fell to the ground. Sgt. Boukal could hear the sound of glass pipes breaking when the bag fell.
EAT subsequently admitted that there were drugs "all over the car." Anderson was detained and searched, and Sgt. Boukal located 1.16 grams of a substance that later tested positive for methamphetamine on his person. He also located several Alprazolam pills on Anderson's person. Alprazolam is a Schedule IV controlled substance.
