On or about April 28, 2025, VOTF investigators met with CI 25-17, hereinafter CI, who is fully identified to the officers and who had previously provided information that has proven accurate through independent investigative techniques. CI previously participated in controlled buys of controlled substances under the supervision of law enforcement officers. On this date, CI made arrangements to purchase a controlled substance from Anthony Otto Leabch, [DOB REDACTED], Defendant herein. CI was then searched and found to possess neither controlled substances nor U. S. Currency.
CI was then provided with a sum of prerecorded U. S. Currency along with a digital recording device. CI was surveilled by officers to a predetermined location in the County of Stearns, State of Minnesota. At that location, CI tendered to Defendant the U. S. Currency and in exchange received a quantity of purported Fentanyl. Subsequently, the substance was turned over to officers by CI. CI was again searched and found to possess no additional U. S. Currency or controlled substances. The suspected controlled substance was later analyzed by the Minnesota Bureau of Criminal Apprehension and was found to be 6.915 grams of a substance containing Fentanyl.
Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute complainant's basis for believing that the above named defendant, on or about April 28, 2025, in Stearns County, Minnesota, committed the described offense herein.
