On January 6, 2026, Fraud Prevention Investigation (FPI) referred a case regarding Betty L. Lloyd (AKA Betty L. Kanswen), ([DOB redacted]), herein DEFENDANT. The FPI referral indicated DEFENDANT has been reporting she was not married and resided with only her two children and that she did not know anything about the father of her children other than his name. It was later discovered DEFENDANT has been married to the father of her children, Calvin S. Kanswen, Sr., since June 10, 2022, and it was suspected that they’ve been residing together at [address omitted] N., Brooklyn Park, MN, since October 2023, when they purchased that property together.
Calvin Kanswen has been continuously employed with “Graco, Inc.” since 01/31/2022. DEFENDANT first applied for the Child Care Assistance Program (CCAP) in July 2022, but was denied. DEFENDANT applied three additional times for CCAP but was denied all those applications as well. DEFENDANT applied for CCAP a fourth time on December 18, 2023, as well as for the Supplemental Nutrition Assistance Program (SNAP) and was approved for both programs. DEFENDANT was open on SNAP and CCAP benefits with an effective date of December 18, 2023, until her SNAP benefits were closed on June 1, 2024, and her CCAP benefits were scheduled to close on January 31, 2026. On December 18, 2023, DEFENDANT electronically submitted a MNbenefits CCAP application online.
On page 1 of the application, DEFENDANT reported her last name was “Lloyd” and her marital status was “single”. On pages 2 & 3 of the application, DEFENDANT reported only her two children resided in her household. On pages 6 & 7 of the application, DEFENDANT only reported her employment and income. On pages 8 & 9 of the application, DEFENDANT only reported herself as the adult(s) residing in her household. On December 19, 2023, DEFENDANT submitted a MNbenefits/CAF online. DEFENDANT submitted the same information as the prior day and electronically signed it.
On January 3, 2024, DEFENDANT submitted a “Client Statement of Good Cause” and a “Referral to support and collection.” On the “Client Statement of Good Cause”, DEFENDANT wrote, “I do not have child support”, and “I do not want a good cause.” On the first page of the “Referral to support and collections” document, DEFENDANT listed the name of the father of her children as “Calvin Kanswen” but wrote that she did not have any more information about her children’s father. On the second page of the form, DEFENDANT wrote that she did not know anything about this man (Mr. Kanswen), and that she did not want a child support case.
On the third page of the form, DEFENDANT wrote that she doesn’t have any information on the other parent. On the fourth page of the form, DEFENDANT wrote that she did not know anything about the father. On January 24, 2024, DEFENDANT submitted a MNbenefits/CAF online. On page 1 of the application, DEFENDANT reported her last name was “Lloyd” and did not indicate her marital status. On pages 2 & 3 of the application, DEFENDANT reported only her two children resided in her household. On page 4 of the application, Question #9 asks; “Does anyone in the household have a job or expect to get income from a job this month or next month?” DEFENDANT answered the question “Yes” by checking the “Yes” box and reported she was the only person who was employed in her household.
