On November 2, 2025, officers of the Mankato Department of Public Safety were dispatched regarding a shoplifting complaint at a retail store in Mankato, Minnesota, Blue Earth County. Officers spoke with loss prevention who stated that a female loaded a large amount of merchandise onto a cart and then passed all point-of-sale without paying for the merchandise. The female said to “put it on the clan’s tab.” Loss prevention intercepted the suspect in the parking lot, and she began to swear at them.
The female was screaming profanities at them and wasn’t making any sense. Loss prevention provided a description of the suspect as well as the vehicle and license plate the suspect fled in. A short while later, Officer Strong located the suspect’s vehicle and conducted a traffic stop. The driver matched the suspect’s description. She was identified as Megan Kelly Miller [DOB REDACTED]. Miller was extremely jittery and shaking. Officer Strong observed various vials of THC throughout the front driver and passenger seat of the vehicle.
Miller also had watery eyes and quickly spoke to the point that it was hard to understand. Miller was also speaking about things that had no correlation with the incident. Officer Strong believed Miller was going through a drug induced psychosis. Miller was asked to get out of the vehicle, but she was argumentative and refused to get out. Miller had to be pulled out of the vehicle as she physically resisted law enforcement. Miller continued to scream at officers and resist their attempt to arrest her.
Eventually, they were able to put her in handcuffs. While being searched, Miller pulled her leg up and delivered a strong kick to Officer Keane’s leg. Officer Strong obtained a search warrant for Miller’s blood or urine. The warrant was explained to Miller and she refused to give a blood or urine sample. At the jail, Miller continued to be uncooperative and argumentative. At one point Miller moved her head and bit the pinky finger of a correctional officer. The bite caused an injury to the correctional officer.
The value of the property that Miller pushed out of the store without paying for was $1,527.86.
