On May 24, 2026, at approximately 8:45AM, law enforcement received multiple calls about a white truck driving erratically southbound on I-35 from Pine County. A Chisago County Sheriff's Deputy was positioned on I-35 near mile marker 160 in Chisago County, Minnesota, monitoring southbound traffic. She observed the white truck nearly hit the cable median of the highway as it approached. The truck was being followed by two vehicles that flashed their lights at the officer as they approached. She began following the truck.
She observed the truck cross the fog line multiple times and once hitting the rumble strip. A traffic stop was performed. Law enforcement approached the driver and identified him as DYLAN VICTOR WALKER [DOB REDACTED], Defendant herein. A strong odor of vinegar was coming from the vehicle. Law enforcement observed a vial in the back seat of the truck and an open hypodermic needle on the driver's seat. Law enforcement also observed what appeared to be injection marks on Defendant's arm near his elbow.
When asked about the needle and vial, Defendant claimed they were for his dog. Defendant participated in a number of field sobriety tests directed by Deputy Hodgkins, a Drug Recognition Evaluator. Defendant participate in the modified Romberg test and estimated the passage of 30 seconds in 28 seconds, and swayed back and forth during the test. Defendant's pulse was approximately 100 beats per minute. Defendant's eyes were droopy, one eye failed to converge during the lack of convergence test, and he appeared extremely fatigued.
He provided a PBT sample that recorded 0.00 BAC. During the walk and turn test Defendant missed multiple heel to toe steps, stepped off the line, took too many steps, and did an incorrect turn. During the one leg stand test, Defendant lifted the wrong leg and swayed while balancing. During the finger to nose test, Defendant had to search around for his nose on each demonstration. He also held his finger to his nose for multiple seconds instead of removing it from his nose immediately. During one of these instances, he held his finger to his nose for an extended period of time, almost as if he was falling asleep.
Deputy Hodgkins opinion was that Defendant was under the influence of a stimulant, such as methamphetamine, and was in the crash phase. Deputy Hodgkins also suspected Defendant may have also been under the influence of a depressant. Defendant provided a urine sample pursuant to search warrant and those results are pending analysis. When the vehicle was searched, law enforcement found numerous uncapped hypodermic needles, a pill bottle containing 32 clonazepam and 3 gabapentin pills, and a piece of plastic bag that contained a white powder residue and a cotton ball.
The residue tested positive for methamphetamine. Law enforcement also found another pill bottle containing a crystal-like substance and a small piece of plastic bag. This substance was field tested and showed the presence of methamphetamine and weighed.05g. Defendant has two DWI convictions from November 4, 2020 in court file ••-CR-••-•••• and 69-DUCR-20- 921. He also has another DWI conviction from December 9, 2019 in court file 69-DUCR-19-3412. Defendant also has a 5th Degree Drug Possession conviction from November 4, 2020 in court file 69- DUCR-19-3412.
