On or about August 28, 2025, Minneapolis police officers were dispatched to a domestic abuse in progress at Stewart Park, Minneapolis, Hennepin County, Minnesota. Officers made contact with a female, "victim" herein. She had blood around her mouth and on her shirt. The victim [NAME REDACTED] was leaving a friend's house and walking on the sidewalk on the southwest side of the park when her ex-boyfriend, ALLEN WADE MOUSSEAUX [DOB REDACTED], "Defendant" herein, yelled to her. Victim [NAME REDACTED], but Defendant kept telling her to come toward a tree where he had set up camp.
Defendant then began to get physical with her and strangled her. She told police she lost consciousness and that he has gotten physical with her in the past. She said she was fearful for her life. Police learned there was an active Pretrial Domestic Abuse No Contact Order (DANCO) prohibiting the Defendant from having contact with the victim (••-CR-••-••••). The DANCO was issued May 9, 2025. Defendant was present in the courtroom when it was issued. The DANCO expired September 23, 2025. Defendant was served with a Probationary DANCO on September 23, 2025 (••-CR-••-••••). The Probationary DANCO remains in effect until September 23, 2027. Victim also received an Order for Protection (OFP) against the defendant on May 6, 2025, and it remains active.
Defendant was served with the OFP on May 9, 2025. After this incident, on September 21, 2025, Minneapolis police were dispatched to a domestic abuse in progress at a hospital in the area of 800 28th Street East, Minneapolis, Hennepin County, Minesota. When police arrived, they made contact with the victim. Victim reported that Defendant asked if they could talk, so they went to a nearby park. Defendant grabbed her arm and pushed her. She went to the hospital for injuries and Defendant went with her.
Police located Defendant in the waiting room, and he was arrested. The September 21, 2025, assault was submitted to the Hennepin County Attorney’s Office for charging. Defendant was charged with Felony Domestic Assault and Violation of a DANCO and OFP. On October 30, 2025, the victim disclosed that the defendant got released from the workhouse and wanted to get back together with her and encouraged her not to cooperate with the prosecution. The victim [NAME REDACTED] has been physically sick as a result of the stress this has caused her.
She is afraid to leave her house or to walk a few blocks due to her fear of him. The victim [NAME REDACTED] on November 3, 2025, Defendant continued to threaten her. The defendant said, "I won't go to jail, the only way I will go to jail is when I kill you, but they won't be able to find you." A review of defendant’s criminal history shows multiple other criminal charges for domestic assault, DANCO, and OFP violations. Defendant was in contact with the victim on July 17, 2025, in violation of the pretrial DANCO in place.
