A sworn officer with the Minnesota State Patrol duly states the following facts establish PROBABLE CAUSE: On or about October 11, 2025, at approximately 2:14 A.M., Trooper Darin Vossen observed a vehicle, bearing, Minnesota license KHZ171, drive through an intersection at West St. Germain and 7th Avenue North at a consistent rate of speed. As he approached the vehicle, Trooper Vossen observed the license plate tabs expired as of March 2025. Trooper Vossen initiated a traffic stop for the stop sign violation and expired tabs at 139 7th Avenue South, within the City of St. Cloud, County of Stearns, State of Minnesota.
Trooper Vossen made contact with and identified the driver by her Minnesota driver's license as Aaliyah Elizabeth Carlsen, [DOB REDACTED], the defendant herein. While speaking with her, Trooper Vossen detected a strong odor of breath alcohol emitting from the drivers' window and observed an open bottle of Hennessy whiskey on the floor behind the driver's seat. The bottle was approximately half empty. Trooper Vossen observed the defendant had slurred speech and distinctly bloodshot, watery eyes. The defendant agreed to exit to perform Standardized Field Sobriety Tests and fell backward against the door frame when she exited.
During testing, the defendant displayed validated clues of impairment and submitted to a PBT which registered a result of.246. The defendant was placed under arrest and was ultimately transported to the Stearns County Jail. At approximately 3:06 A.M., Trooper Vossen obtained a Blood/Urine Search warrant signed by the Honorable Judge Nathaniel D. Welte. The defendant agreed to complete a urine test, but was unable to produce a urine sample. The defendant then agreed to a blood test. Blood Kit B482441 was completed and later sent to the BCA. In her Mirandized Statement, the defendant stated she was driving from the Pickled Loon, she drank an unknown amount of alcohol, she felt the effects of what she drank, and believed it affected her ability to drive.
On October 30,2025, Trooper Vossen received the BCA toxicology results of the blood test collected from the defendant. The report revealed an ethyl alcohol concentration of 0.195 ± 0.011 grams per 100 milliliters of blood with a 99.73% level of confidence. Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute the complainant's basis for believing that the above-named defendant, on or about October 11, 2025, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the described offenses.
