On or about March 21, 2026, an officer with the Princeton Police Department was on a call for service in Princeton, Mille Lacs County, Minnesota, when he was flagged down by A.M. E. And J. L. E., both adult females fully identified in police reports. The officer approached J. L. E., who appeared to be visibly upset, while crossing her arms and crying. A.M. E. Began yelling about how everyone at a particular residence needs to go to jail. The officer asked A.M. E. And J. L. E. To put their dog inside the house, and the officer said he would meet them there to figure out what happened.
The officer returned to the residence located on Fifth Street South, and spoke with J. L. E. J. L. E. Reported that her boyfriend, RICHARD JOSEPH FRAZER JR. [DOB REDACTED], and her had gotten into a verbal argument about an incident involving law enforcement that took place on the prior day. J. L. E. Stated that FRAZER began throwing and breaking numerous items throughout the house. J. L. E. Reported that FRAZER was yelling profanities at J. L. E., and threw several items at her. J. L. E. Stated that some of the items hit her.
J. L. E. Stated that during the argument, she locked herself inside of her bedroom. J. L. E. Stated that FRAZER eventually became distracted by a phone call, and that J. L. E. Used the opportunity to climb out of her bedroom window and walk to A.M. E.’s house located on West Branch Street. J. L. E. Stated she did not have any injuries from the incident, but when asked if she was scared for her safety, J. L. E. Replied “well, I had to climb out my window.” During a later recorded statement, J. L. E. Confirmed she was afraid for her safety.
The officer advised dispatch to put out a 72-hour pickup and hold for FRAZER. FRAZER is currently on probation in Mille Lacs County for Third and Fourth Degree Controlled Substance crimes, after receiving a downward dispositional departure. FRAZER to date has not been located. FRAZER was previously convicted of two felony Domestic Abuse No-Contact Oder violations in 2018. PLEASE TAKE NOTICE: Pursuant to Minn.
