On November 19, 2025 at approximately 1010 hours officers of the Rochester Police Department responded to a theft complaint at Best Buy in the City of Rochester, Minnesota. Upon arrival in the area Officer Sillers observed a vehicle matching the description and plate of the suspect vehicle leaving from the area of the store. Officer Sillers initiated contact with the vehicle and 3 occupants at the south intersection of the parking lot. Officer Sillers made contact with the back seat passenger, identified by his California ID card as RICHARD KEVIN WHITE, [DOB REDACTED] A records check indicated that White had an active warrant in California for grand theft.
Next to White on the back seat were three boxes, which included two PS controllers and another box. When Officer Sillers told White that Best Buy would like their property back, White handed Officer Sillers the three boxes. There was a female in the front passenger seat, later identified as PAYTON FRANCES KOOB, [DOB REDACTED] who had two boxes of electronics on the floor board between her legs. Koob handed Officer Sillers the boxes. Koob stated that he had been waiting in the car for White. Koob denied any knowledge of the origin of the items on the floorboard, but then stated that they were hers but could not provide a receipt or proof of purchase.
Koob later admitted to Officer Roussell that she had been in the store. Officer Sillers contacted the store and spoke with the complainant, who stated that she had observed two individuals who had taken items from the store without paying. They included a male wearing a gray hoodie and a female wearing a pink hoodie. The male had taken gaming equipment and a speaker and the female had taken routers. The driver of the vehicle, (who appeared to not be involved), had been waiting for them outside. Officer Roussell took the stolen items back to the store and complainant identified the items and stated that the value of the items was $1450. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
