The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: As of January 30, 2026, a warrant was outstanding for the arrest of the defendant, ANTHONY MARQUIZ HENDERSON ([DOB REDACTED]). On that date, at about 1:00am, a Ramsey County Sheriff deputy on patrol observed a Mazda CX7 traveling on Forest St. Between Reaney and Minnehaha Aves., St. Paul, Ramsey County. Its license plates were found to be registered to the defendant. The deputy activated his emergency squad lights and siren to initiate a traffic stop.
Instead, the Mazda accelerated away on Reaney, with the deputy following. The Mazda eventually turned into an alley, where it lost traction and slid. The driver exited and fled on foot. Eventually he fell and was taken into custody. He was identified as the defendant. The license plates were found to be for a Ford Focus owned by the defendant. His driver’s license had been cancelled as inimical to public safety. The defendant smelled strongly of an alcoholic beverage. Several empty beer cans could be seen in the back passenger compartment of the Mazda.
The defendant was brought to the Law Enforcement Center and read the breath-test advisory. He claimed not to understand and then said that he would continue to not understand no matter what was explained to him. He was given time to consult an attorney and made no attempt to do so. He was then repeatedly asked to provide a breath sample and refused to answer. While the defendant was being booked, he said spontaneously that he had fled because he did not want to go back to jail. The defendant pled guilty in November 2025 to Possession of Ammunition by Ineligible Person (Case No. ••-CR-••-••••) and in December 2025 to DWI in the First Degree (Case No. 19HA-CR-25-1023). Sentencings in the two cases are upcoming.
The defendant also faces a pending charge of DWI in the Third Degree – Refusal (Case No. 62-CR-25- 2233). The defendant’s record includes at least the following qualified prior impaired driving incidents: 1. Driving or Operating a Motor Vehicle Under the Influence of Alcohol Convicted October 9, 2020 State of Conviction Arkansas 2.
