On May 25, 2026, at approximately 4:36 P.M., police responded to [ADDRESS REDACTED], St. Paul, Ramsey County, Minnesota. The complainant, JZ, called from Wisconsin and reported that his friend’s ex- boyfriend was standing outside her vehicle and wanted to beat her up. Upon arrival, police located KJJ, who was crying and had red marks on her face and neck. Initially, KJJ was reluctant to speak to police about how she got the marks. While speaking with KJJ, the officer noted that she kept looking behind her and said CLARENCE JOSEPH GILL – [DOB REDACTED] was watching her, and that he was calling and texting her as she spoke with them.
Police took KJJ to their squad car to be more comfortable. KJJ began opening up about the incident and said the marks were from GILL assaulting her earlier that day after his hookah broke. KJJ reported that she had known GILL for a couple of months and talked long distance while she was living in Wisconsin. KJJ stated that they started talking about moving in together, and she took out a $5,000 loan because GILL said she could move in with him in St. Paul if she paid for rent and other expenses. KJJ advised that they had been living together for a month at the Eichenwald apartment.
KJJ reported that GILL had been physically assaulting her almost daily since she moved in, and that on multiple occasions, GILL choked her to the point where she suffered memory loss. KJJ complained that her neck felt restricted and it was difficult to breathe. KJJ showed police red marks on her neck and reported that they were from GILL strangling her about an hour earlier. KJJ said GILL used both hands to strangle her and that one of his hands covered her entire face. KJJ also told police that GILL backhanded her in the right side of her face, and she felt like her eye socket was fractured and her vision was blurry.
Police observed a fresh red vertical scratch mark on KJJ’s left cheek, bruises on her chest and arms in various stages of healing, and fresh red marks and scratches on both sides of her neck. Initially KJJ declined medical attention, but she kept touching her neck. Police asked again if she wanted medical attention, and KJJ agreed. The officer had medics respond around the corner because GILL was still purportedly inside the apartment building. When the ambulance arrived in the area, it turned onto Eichenwald Street with the emergency lights on as if it was going to pull directly in front of the address, and KJJ began panicking and looking around scared that GILL would come out.
Police transported KJJ around the corner to be seen by medics, and after a preliminary assessment, KJJ was transported to the hospital. Police obtained GILL’s phone number and spoke with him. GILL told police he was on parole and did not want to come out because he knew he was going to jail. GILL said he wanted to call his PO and hung up on the officer. GILL called the officer back a couple of times. While waiting outside the apartment door, police heard GILL on the phone with other people such as his probation officer and the mother of his children.
