On June 2, 2026, at approximately 1831 hours, Metro Transit Police Officers were monitoring a recently placed trailer camera when they observed narcotic sale activity. The trailer camera was placed at the intersection of Cedar Avenue South and East 24th Street, Minneapolis, Hennepin County. In the prior weeks leading up to June 2, 2026, the intersection had become a significant public safety concern for narcotic activity. Multiple individuals had been in possession of drug paraphernalia and smoking suspected narcotics.
The nearby Minneapolis American Indian Center reported that community members reported narcotic activity that was affecting the Little Earth Community. Additionally, within the previous two weeks, Metro Transit officers had arrested multiple narcotics dealers in this area who were in possession of firearms and significant quantities of narcotics. This location is also within 300 feet of East Phillipps Park. While monitoring the camera, Officers observed who was later identified as JARRED MARCELL DAVIS, Defendant Davis herein, and DESIREE RENEE THINELK, Defendant Thinelk herein.
The Defendants caught the attention of Officers as they appeared to be dealing narcotics. The Defendants remained in close proximity to each other and working together to sell suspected narcotics. Defendant Thinelk repeatedly was observed holding a sheet of tinfoil, a common item used to prepare and smoke narcotics, then place suspected narcotics from a bindle onto a Post-it Note. Post-it Notes are a common narcotic transportation mechanism. Defendant Thinelk then would hand the Post-it to Defendant Davis.
Defendant Davis then would hand the Post-It to an unidentified male that was standing next to him. The male then handed Defendant Thin Elk a $20 bill. Defendant Thinelk would then place the $20 into her bra. This process and order was repeated. The male was then seen smoking from tinfoil. The transactions occurred within approximately 190 feet of East Philipps Park. Defendant Davis then began to ride away from Defendant Thinelk on a bicycle where he was arrested. Defendant Thin Elk was then also placed under arrest.
In a search incident to arrest of Defendant Thinelk, Officers located cash concealed in her bra with multiple $20 bills. Officers also located a Post-it note with 0.11 grams of FTP fentanyl and the bindle seen on surveillance that contained 1.05 grams of FTP methamphetamine. In a search incident to arrest of Defendant Davis, Officers located pieces of tinfoil with burnt residue in his right pants pocket. The Defendants are currently in custody. Defendant Davis has approximately eight criminal history points making the presumed sentence a presumptive commit to the Department of Corrections of 108 months.
