Your complainant is Detective Jon Bueckers with the Maple Grove Police Department. Your complainant states that on December 2, 2025, Officer Stiefel was on routine patrol in the area of County Road 30 and Lawndale Lane in Maple Grove, Hennepin County, Minnesota, when he observed a vehicle stuck in the snow on the side of Lawndale Lane. Officer Stiefel made contact with the vehicle to see if the driver needed assistance. The driver was identified as SALVADOR EDWARD GARCIA, [DOB REDACTED]. Officer Stiefel observed that GARCIA appeared to be disoriented and fatigued.
Officer Stiefel further observed an open bottle of alcohol in the front passenger floorboard area. Officer Stiefel asked GARCIA to step out of the vehicle. GARCIA had a difficult time standing and walking. Another officer observed GARCIA to have bloodshot eyes. Officer Stiefel detected the odor of alcohol coming from GARCIA. When asked about alcohol, GARCIA became defensive and stated that he was coming from Walmart, but then changed his story to coming from Minneapolis. Officers had GARCIA perform field sobriety testing, which showed further clues of intoxication.
One Officer noted GARCIA making a comment about, “drunk as a b****”. GARCIA submitted to a preliminary breath test, the result being.19. GARCIA was transported and read the breath test advisory. GARCIA began punching a cell door and ultimately refused the final breath test. GARCIA’s behavior escalated throughout his interactions with law enforcement. GARCIA clenched his fist and postured himself in a fighting stance. Officers commanded GARCIA to place his hands behind his back. GARCIA was physically resistive, and officers had to take GARCIA to the ground by his legs.
GARCIA continued to resist and tense his arms. GARCIA had to be placed in a wrap. GARCIA has a prior driving while impaired revocation from April 2, 2025. This revocation is related to court file ••-CR-••-••••, in which GARCIA was charged with driving while impaired, but resolved his case with a misdemeanor careless driving.
