On February 28, 2026, at about 11:49 A.M., Officer Peterson of the Rochester Police Department was dispatched to a theft at store located in northwest Rochester, Olmsted County, Minnesota. The complainant (an adult male identified in the police reports and here in referred to as Witness) reported that on 2/27/2026 at about 6 P.M. Two individuals a male and a female - worked together to steal over $1,000 worth of merchandise from the store. Witness stated the male selected most of the items and placed in a shopping cart.
They exited the store passing all points of sale without paying for the items. Officers spoke with a security manager of the store who recognized the male suspect and was later identified as Theodore James Kolk [DOB REDACTED]. Officer Peterson reviewed surveillance footage. Officer Peterson observed the male and the female entering the store, load a cart with several items, and eventually without paying exiting the store with the merchandise. On March 20, 2026, officers located Kolk and took him into custody.
During search incident to arrest, officers found a piece of paper that contained off white crystals suspected to be methamphetamine on Kolk's person. The substance tested positive for methamphetamine and weighed about 1 grams.
