On April 22, 2026, at 2146 hours, Forest Lake Police Department Officer Del Grosso was dispatched to an assault that had occurred on Forest Road North, in Forest Lake, Washington County, Minnesota. En route, officers were informed that a suspect had chased another individual with a knife and also possibly made threats to a female after returning to his apartment. Upon his arrival, Officer Del Grosso made contact with the complainant, hereinafter identified as "Victim" (an adult male fully identified in police reports). Victim [NAME REDACTED] in the apartment building, on the first floor and he went up to an apartment above him on the second floor to advise the occupants to quiet down because they had been loud and "stomping." Victim said that he began arguing with a male, later identified as ANTHONY PEREZ RIVERA [DOB REDACTED], who consequently grabbed a knife and chased him downstairs with the knife, while taunting him and asking him why he was running.
Victim [NAME REDACTED] was not injured and made it back to his apartment safely. He provided a physical description of both Rivera and the knife that Rivera had in his hand. Due to the exigent circumstances, after several warnings, the decision was made to force entry into Rivera's apartment. A search of the apartment revealed that no one was inside. Officers did find a knife on the kitchen counter that officers believed could have been the knife used in the incident. After the search of the apartment, officer made contact with other tenants on both the second and third floors.
The occupants of an apartment on the third floor said that they couldn't hear exactly what was being said in Rivera's apartment, but recalled hearing racial comments, "F*** you, b****," and what they believed to be threats to kill someone. Other occupants from a second floor apartment heard someone with a "deeper" voice in Rivera's apartment say "I'm gonna stab you," and "Next time, we'll get to stabbing." Efforts were made to find Rivera in other common areas of the building, but officers were unsuccessful in locating him.
A short time after officers had left the complex, a female occupant from Rivera's apartment, AMP [DOB REDACTED], called dispatch to ask why the police were in her apartment. When Officer Cinelli called her back to explain why the police were there, AMP claimed that she had no knowledge of the incident, saying she was not home at the time. AMP said that Rivera no longer lives at the apartment, and said that all of the people living in the complex are "racist" and involved in a conspiracy. While Officer Cinelli was on the phone with AMP, other occupants from the building called dispatch to let them know that the loud noise coming from Rivera's apartment had started up again.
Officers returned to the apartment complex and Officer Cinelli heard Rivera's voice (which he recognized from a previous incident) coming from inside the apartment. He heard Rivera yelling about the cameras, and it appeared to him that Rivera was intentionally yelling, stomping and banging to disturb those who had reported the previous incident. Officers made entry into the apartment and located AMP, who refused to cooperate with them and tell them where Rivera was. Officers eventually located Rivera, hiding in a closet in the apartment.
