In December 2025, Moorhead Police Detective K. Huewe was made aware that William Raphael McCoy Johnson [DOB REDACTED](hereinafter "Defendant") was soon to have a warrant issued for his arrest for a new criminal case. Defendant is a person required to register as a predatory offender in the State of Minnesota due to a conviction for Fourth Degree Criminal Sexual Conduct from July 26, 2013. On August 29, 2025, Defendant completed an address verification form in accordance with his registration requirements.
On that form, Defendant listed his address as 1021 32nd Ave S [APT REDACTED] in the City of Moorhead, County of Clay, State of Minnesota. On the same form, Defendant listed two employers, Hire Quest (start date 08/28/2024) and Southtown Pourhouse (start date 09/19/2024). Defendant did not list an end date for either employer. Defendant initialed multiple boxes of listed requirements. On December 5, 2025, Det. Huewe got in touch with managers at Southtown Pourhouse, who stated Defendant had not worked at the establishment since October 24, 2024. The arrest warrant for Defendant's new criminal case was issued on December 2, 2025 and members of the Metro Street Crimes Unit began to conduct surveillance for Defendant at his listed address but Defendant was never seen at the address.
On December 17, 2025, Det. Huewe went to Defendant's listed address and spoke with two individuals inside, R. G. And H. G. R. G. Indicated that she was aware law enforcement was looking for Defendant. Det. Huewe asked where Defendant stays and R. G. Stated "he comes here and changes clothes." H. G. Stated "every blue moon" Defendant comes and changes clothes. R. G. Then stated that Defendant comes to the apartment to eat and the last time he stayed overnight was a few nights ago. Det. Huewe reviewed other MPD BWC camera footage and found that on December 6, 2025, Moorhead Police went to Defendant's listed address to look for Defendant due to his warrant.
Defendant was not present at the apartment and H. G. Told police that he did not know if Defendant still lived at the apartment. On December 8, 2025, Moorhead Police again went to Defendant's listed apartment to attempt to locate him. Defendant was not located at the apartment and R. G. Told officers that she did not know where Defendant was and that Defendant might come and check in on her "here and there" and that was it. As of the writing of this complaint, it does not appear that Defendant has completed any change of information forms indicating he no longer works at SouthTown Pourhouse.
Additionally, it does not appear that Defendant lives at the address listed on his most recent address verification form and there has not been an updated form completed.
