The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On June 13, 2026, at about 5:00pm, St. Paul Police responded to the parking lot of Harbourline Apartments, [ADDRESS REDACTED]. W., St. Paul, Ramsey County on a report of assault. On arrival, officers met with JAT ([DOB REDACTED]). She said that she regularly provides childcare to the defendant, JASMINE LENAY TROUPE ([DOB REDACTED]). She said that on this day, she and the defendant came to the apartment building, the home of her (JAT’s) mother, for her to take the defendant’s children to the zoo.
She said that while there, she and the defendant had argued, and the argument turned physical. JAT continued that the defendant then went to her (the defendant’s) vehicle, took out a green bag, and pulled a handgun from it. She said that the defendant told her, “I will shoot you, I’m drunk.” She said that the defendant then drove off in a black SUV with her (the defendant’s) 4-year old inside. A small green bag was on the ground nearby. Inside was a 9mm handgun. It was unloaded, but also in the bag was a box of ammunition and a handgun magazine.
JAT’s boyfriend was at the scene as well. He said that following the altercation with JAT, the defendant went to the trunk of the SUV and took out the green bag. He said that the defendant pulled out the gun and told JAT, “I’ll shoot you.” He said that she then returned the gun to the bag and tossed the bag into the trunk. He said that the 4-year old ran from one vehicle to the other, and the two women began to fight again. He said that he took the opportunity to retrieve the bag from the trunk; he said that he zipped it up and threw it into the grass, where officers found it.
He said that as the defendant drove off, she did so recklessly, repeatedly almost striking him. The mother of JAT said that she saw the altercation and then saw the defendant take the green bag from the SUV. She said that she then heard JAT yell that the defendant had a gun. The defendant had called 911 after leaving the scene. Officers met her nearby. She said that JAT is the sister of her children’s father. She said that she and JAT had argued, which led to an altercation. She confirmed that she took out a handgun and told JAT not to touch her.
She claimed that she held the handgun by her side only and added that the gun was not loaded. She said that after she put the gun back in the trunk, JAT’s boyfriend took it out, during which JAT assaulted her again. Neither JAT nor the defendant could be seen to have physical injuries. The defendant has a valid permit to carry.
