On February 5, 2026 at approximately 11:43 PM, Officer Holt Goodwin of the Dundas Police Department was on routine patrol. Officer Goodwin was driving West on Hester St, approaching Railway St. When Officer Goodwin approached the stop sign, he was behind a black Chevrolet Silverado. Officer Goodwin ran the license plate through the state system, and the registered owner of the vehicle, Travis Edwin Namanny, D. O. B.: 03/13/1980, the Defendant herein, came back with a misdemeanor warrant out of Rice County for 5th Degree Assault and Disorderly Conduct.
Officer Goodwin initiated a traffic stop at Railway St and Mill St. The vehicle traveled to the alley behind Dawn's Bar, where it came to a stop. Officer Goodwin approached the vehicle, introduced himself, and advised the driver why he had been stopped. The driver was identified as Namanny based on a review of his driver’s license photograph prior to the traffic stop. Namanny was immediately uncooperative with Officer Goodwin when Namanny was told that he had a warrant out of Rice County. Namanny continued to say that he did not have a warrant and that he is on Felony probation.
Officer Goodwin asked Namanny to step out of the vehicle, but he refused to. Namanny continued to talk over Officer Goodwin as he was attempting to explain the situation to Namanny. Namanny refused Officer Goodwin’s orders to step out of the vehicle and stated that he was going find his phone so that he could call his mother. Namanny stated that his mother is going to call his lawyer and that he "has learned this lesson". While speaking with Namanny, Officer Goodwin noticed that the vehicle smelled like burnt marijuana.
Namanny then admitted that he was smoking, "somewhere down the road." Officer Goodwin asked Namanny when he last smoked, and Namanny stated that he last smoked right before Officer Goodwin got behind him. Officer Goodwin asked Namanny what he smoked, and he replied, "a bowl." Namanny then started to argue with Officer Goodwin that it is not illegal to smoke. Officer Goodwin advised Namanny that it is illegal to smoke and operate a vehicle under the influence of cannabis. Namanny then reiterated that he was not smoking while he was driving but that he had smoked before he left.
Officer Goodwin also noticed a camouflage rifle soft case with brown on the ends in the backseat; however, Officer Goodwin was unaware if there was a rifle in the case at the time. Namanny then continued to argue with Officer Goodwin about how Officer Goodwin knew he had a warrant and that Officer Goodwin had stopped him because he was smoking and driving. Officer Goodwin explained to Namanny numerous times that Officer Goodwin stopped him because he had a warrant. Namanny then told Officer Goodwin to "call his people, and I'm going to call my mom". Officer Goodwin then ordered Namanny to exit the vehicle again and started to open the driver's side door.
