10/10/2002 (23), violated the law as set forth herein. On March 24, 2026, at approximately 12:30 AM, Douglas County Sheriff's Deputy Isaac Peterson observed WALKER enter the driver's seat of a gray Ford Escape at the Pilot Truck Stop in Alexandria, Minnesota. Deputy Peterson recognized WALKER from prior contacts and believed him to not possess a valid driver's license. A state inquiry confirmed WALKER's license was canceled - inimical to public safety (IPS) and required ignition interlock. The Ford Escape was not equipped with an ignition interlock device.
Deputy Peterson initiated a traffic stop on County Road 82 NW. WALKER briefly slowed to a near stop on the shoulder before accelerating and fleeing eastbound. WALKER subsequently turned southbound onto Fairgrounds Road, where deputies successfully boxed in the vehicle at the intersection of Fairgrounds Road and Union Street. Upon approach, Deputy Peterson observed WALKER displaying multiple indicators of controlled substance impairment, including profuse sweating, erratic movements, repetitive self-grooming behaviors, and the use of repetitive phrases.
WALKER refused repeated commands to exit the vehicle for approximately fifteen minutes before complying. Upon placing WALKER in handcuffs, Deputy Peterson noted WALKER exhibited markedly rigid muscle tone, a further indicator of impairment. An inventory search of the vehicle resulted in the discovery of 30.5 grams of marijuana, two containers of THC cartridges, an unknown yellow substance, and miscellaneous marijuana paraphernalia. Deputy Peterson applied for and was granted a search warrant for a sample of WALKER's blood or urine, signed by the Honorable Judge Antoinette C. Wetzel.
WALKER was transported to Alomere Hospital for medical clearance, during which he continued to behave erratically. WALKER was served with the search warrant. After initially refusing and being advised that refusal constitutes a crime under Minnesota law, WALKER submitted to a blood draw. WALKER was then transported to the Douglas County Jail. BCA analysis is currently pending. WALKER has three qualified prior impaired-driving incidents within the past ten years, specifically: a gross misdemeanor conviction for Criminal Vehicular Operation (Douglas County District Court File No. 21-CR-21-1017) and a gross misdemeanor conviction for 3rd Degree DWI (Douglas County District Court File No. 21-CR-21-1900), both entered on January 28, 2022. These prior convictions resulted in the revocation of the Defendant’s driver’s license and the imposition of his current ignition interlock restriction.
In addition, WALKER’s driving status was canceled – inimical to public safety on December 15, 2025, regarding an implied consent violation from a pending 2nd DWI offense in Douglas County on 12/01/2025 (referenced under Court File No. 21-CR-25-2213).
