On March 1, 2026, Officer Fitzgerald with the Rochester Police Department was on routine patrol on Broadway Avenue South in Rochester, Olmsted County, Minnesota, when he observed DIAMOND RINGOLD, [DOB REDACTED], operating a motor vehicle. Upon seeing Officer Fitzgerald, Ringold turned into a parking lot and backed into a spot, taking up two parking spaces. Ringold remained in the vehicle for approximately 30 to 45 minutes. During this time, Ringold made repeated, exaggerated hand and arm movements, frequently changed his body position by sitting upright and then slouching down multiple times, and did not exit the vehicle or enter the business.
Officer Fitzgerald made contact with Ringold, who was holding a straw that appeared to have a white powdery substance on one end. Officer Fitzgerald also observed multiple small bundles of aluminum foil on the floor around the driver’s seat. Officer Fitzgerald knows these are commonly associated with the use or consumption of controlled substances. While speaking with Ringold, Officer Fitzgerald observed him to have noticeably bloodshot eyes. Ringold spoke in a rapid and raspy voice, with dry lips, a tensed jaw, and visible neck vein distortion.
Ringold continued to make repeated and exaggerated hand and arm movements. Officer Fitzgerald instructed Ringold to exit the vehicle. When Ringold stood up from the driver’s seat, Officer Fitzgerald observed a bundle of foil with a bulge on the driver’s seat. Ringold refused to conduct Standardized Field Sobriety Tests (SFSTs), claiming his attorney told him to refuse. Officer Fitzgerald placed Ringold under arrest for suspected driving while impaired. A K9 officer responded to the area, and the K9 alerted on the vehicle.
Officer Fitzgerald searched the vehicle, and inside the foil on the driver’s seat was a white powdery substance. The substance tested presumptive positive for fentanyl and weighed 0.5 grams. Ringold has the following qualified prior impaired driving incident: a December 9, 2025 license revocation pursuant to search warrant.
