On October 31, 2025, at approximately 10:41 P.M., Officer Waddle was on routine patrol near 57th Avenue N. E. And University Avenue N. E., in the City of Fridley, Anoka County, Minnesota, when he observed a Ford Taurus bearing license plate [PLATE REDACTED]. The officer ran a check on the plate through MN DMV, which indicated the registered owner, was Dennis Hale Barrow, Jr., [DOB REDACTED], the defendant herein. Further checks showed the Defendant had a [DL# REDACTED] showing cancelled as inimical to public safety.
The officer observed a male in the drivers seat of the vehicle, who appeared to match the physical description of the defendant. The officer initiated a traffic stop on the vehicle and made contact with defendant. Defendant was advised of the reason for the traffic stop and was advised that he was not supposed to be driving a vehicle. Defendant was placed under arrest. Defendant's Minnesota driving record reveals that defendant's Minnesota driving privilege was cancelled with notice as inimical to public safety effective 10/17/2020, pursuant to Minn.
Stat. Section 171.04, Subd. 1(10) and had not been reinstated as of the offense date herein.
