GREGORY WILSON, [DOB REDACTED], has the following qualified prior DWI convictions in the past ten years. 02-CR-21-686, Misdemeanor Traffic DWI, conviction 2/10/2021 62-SU-CR-21317, Misdemeanor Traffic DWI, conviction 2/3/2021 WILSON has three Implied Consents on his driver’s license records within the past ten years. 11/13/2024- 169A.52-Implied Consent 01/24/2021 - 169A.52-Implied Consent 01/21/2021-169A.52-Implied Consent WILSON’s driver’s license status is Canceled-IPS. On April 6, 2026, at approximately 1:26 A.M., Trooper Dostal was in a fully marked squad car traveling south onto the ramp from Mounds Boulevard to west I-94, Saint Paul, County of Ramsey.
Trooper Dostal observed a silver Chevrolet Tahoe stopped on the ramp east I-94 to Mounds Boulevard. The driver had his head down and appeared slumped or asleep. The traffic light turned green, but the vehicle remained stopped with the brake lights activated. The traffic light cycled back to red, and the vehicle remained stationary. Trooper Dostal pulled up to the vehicle on the driver’s side and looked at the driver. The driver appeared to be waking up. When the traffic light turned green, the vehicle drove through the intersection.
On 6th Street and Mounds Boulevard, Trooper Dostal activated a traffic stop. The vehicle turned south onto Maria Avenue, and pulled over. WILSON was the driver. He had bloodshot, watery eyes, slurred speech, and a strong odor of alcohol. He admitted he had one shot. He said he was coming from the bar and headed home. He did not realize he had fallen asleep at the light. WILSON was asked to exit the vehicle for field sobriety tests. He said he had issues with his hips that affected his ability to walk or balance.
Although field sobriety tests were started, they were not completed. A PBT was administered on WILSON, result.170. WILSON was arrested. During the transport to the jail, WILSON repeatedly fell asleep in the back seat of the squad car. The Breath Test Advisory was read to WILSON, beginning at 2:03 A.M. WILSON agreed to take the DMT breath test. At 2:02 A.M., Trooper Dostal began the observation period on WILSON, and advised him repeatedly to not burp, belch, or vomit. WILSON burped, and the observation period was restarted at 2:06 A.M. WILSON was again advised not to burp and was told that if he continued to burp, it would be deemed a test refusal.
WILSON burped again. The observation period was restarted at 2:19 A.M. And WILSON was again advised not to burp. WILSON became argumentative and yelled. WILSON was advised that if he burped, it would be deemed a test refusal. The observation period was restarted at 2:24 A.M., and WILSON was advised not to burp. At 2:29 A.M., WILSON burped again, loudly.
