On Monday, September 22, 2025, at approximately 10:10 A.M., dispatch sent out a high priority medical call (hereinafter referred to as medical incident #3) regarding a 10-month infant not breathing at a local daycare located in Savage, Scott County, Minnesota. Officer Miller of the Savage Police Department was near the daycare and arrived only a few seconds after the dispatch call. Upon arrival, Officer Miller was directed to the playroom and saw one of the daycare workers, a known adult female, R. P. Holding the infant, [DOB redacted], hereinafter Victim 2. Victim 2 was white in color with bluing around his mouth.
Officer Miller checked for a pulse but could not locate one. He started CPR and updated dispatch. Officer Miller continued CPR until Savage Fire and other officers arrived to assist and continue life saving measures. Paramedics arrived on scene to continue with medical care and transport Victim 2 to the hospital. Paramedics transported Victim 2 to Children’s hospital. Officers went to the hospital to meet with medical personnel and learned that Victim 2 had been declared deceased at 11:34 A.M. And life saving efforts had ended.
While on the scene, officers learned from daycare workers about a different medical incident (hereinafter medical incident #1) involving a different infant a few days earlier at the same daycare. On Friday, September 19, 2025, a five-month-old infant, [DOB redacted], hereinafter Victim 1, had ceased breathing for a short time but regained her breath prior to paramedics arriving. Victim 1 was brought to a local hospital for treatment. Officers learned that Victim 1 was released from the hospital that same night and had been diagnosed with BRUE (brief resolved unexpected event). Officers learned that Victim 1 had returned to the daycare on the morning of Monday, September 22, 2025, and was found vomiting with blood shortly after being dropped off (hereinafter referred to as medical incident #2). Victim 1’s family picked her up from daycare and brought her to a local hospital.
Officers learned that Victim 1 had been transferred from the local hospital to Masonic Children’s Hospital in Minneapolis. Officers contacted Children’s hospital and spoke to Dr. Harper, a well-known child abuse specialist. Through her discussion with the officer, Dr. Harper expressed concerns of possible abuse of Victim 1. Dr. Harper advised that Victim 1 is a healthy 5-month-old child and was in normal health when dropped off at daycare on September 19, 2025. Dr. Harper noted that Victim 1 had stopped breathing for 30 – 60 seconds and had thrown up blood (medical incident #1). During medical incident #1, blood was observed around Victim 1’s nostrils.
Dr. Harper noted that Victim 1 was discharged from the hospital on September 19, 2025, and apparently was normal at home over the weekend. Dr. Harper noted that Victim 1’s mother dropped her off at daycare on Monday, September 22, 2025, and had been called at about 8:15 A.M. As Victim 1 had thrown up bloody mucus (medical incident #2). Dr. Harper provided officers with a photo of Victim 1 which showed bloody mucus on her mouth and clothing. Dr. Harper ordered further examinations of Victim 1 as she was concerned about asphyxiation or an obstructed airway.
