In court file 62-CR-117405, MELVIN LAMAR MILLER, [DOB REDACTED], was convicted of Burglary in the Second Degree, felony conviction 1/30/2012. In court file 62-K6-05-001267, MILLER was convicted of Violation of Controlled Substance in the Fourth Degree, felony conviction 6/22/2005. In court file ••-CR-••-••••, MILLER has pending charges of Possession of Firearm/Ammunition by Ineligible Person-Crime of Violence. MILLER is prohibited from possessing firearms and ammunition. On May 20, 2026, at approximately 1:17 A.M., Trooper Neumann was on patrol I-94 at Snelling Avenue, Saint Paul, County of Ramsey, when he observed a Kia Sportage driving at a high rate of speed.
Trooper Neumann used his radar and obtained a speeds from the vehicle of 88, 89, and 90 miles per hour in the 55 miles per hour zone. The vehicle reached speeds of 111 miles per hour in the 55 miles per hour zone. Trooper Neumann caught up to the vehicle on I-94 between Vandalia Street and Pelham Boulevard. Prior to Pelham Boulevard, Trooper Neumann saw the driver’s window open and observed a gun thrown from the driver’s window onto the freeway. The gun struck the ground, sparked, and spun making sparks in a circle as it moved across the traffic lanes.
After Trooper Neumann drove by, he saw it was a gun. After throwing the gun, the driver slowed to approximately 55 miles per hour. Trooper Neumann continued to follow the vehicle and activated squad spotlight. The driver began to pull over. Trooper Neumann conducted a high risk stop, activated squad flashing lights, and stopped the vehicle on the right shoulder past MN-280. The driver, MILLER, was taken into custody. MILLER smelled of alcohol, slurred his words, and admitted he had been drinking.
At the jail, a DMT was administered at 2:14 A.M., result.06 BrAC. MILLER was the only occupant of the vehicle. MILLER was arrested for DWI and Possession of a Firearm by an Ineligible Person. Trooper Hoy recovered the firearm on I-94 in the middle of number 2 lane just west of the Cretin/Vandalia ramp to west I-94. The firearm-a Sig Sauer 9mm, had been struck by a vehicle and was broken into pieces with the barrel and slide broken off from the grip section. Trooper Hoy observed another vehicle strike the grip portion of the firearm, breaking the magazine and spilling ammunition onto the roadway.
The firearm was confirmed stolen out of Saint Paul. During a Miranda interview, MILLER denied possessing the firearm and denied throwing a firearm from the vehicle. MILLER said the vehicle belongs to his cousin’s girlfriend, and he drives it when he is in town. MILLER said no one else was driving and there was no one else in the vehicle. MILLER declined a buccal swab. An investigator obtained a search warrant for a sample of MILLER’s DNA. A sample of MILLER’s DNA was obtained.
