On November 18, 2025, at approximately 1:15 A.M., Wright County Sheriff’s Deputy Zachman on patrol in the City of Clearwater, Wright County, Minnesota, when he observed a 2012 Chevrolet Impala with no front license plate traveling towards him. Deputy Zachman performed a U-turn and activated the overhead lights on his marked, Wright County Sherriff’s Office squad. As he did so, Deputy Zachman observed that the driver of the vehicle, later identified as Carter Brian Kuhn, 11 23 00, hereinafter defendant, had accelerated to approximately 75 miles per hour in the posted 40 mile per hour zone.
As Deputy Zachman pursued, the defendant turned onto County Road 7 and increased speed to over 100 miles per hour. During the pursuit, the defendant used the oncoming lanes of travel and continued to accelerate after curves in the roadway. The defendant eventually discontinued the flee and pulled the vehicle over to the side of the roadway. The defendant was taken into custody. While speaking with the defendant, Deputy Zachman noted the odor of an alcoholic beverage coming from the defendant’s breath and other indicia of intoxication.
A check of the defendant’s driver’s license revealed that the defendant had a driving restriction requiring use of ignition interlock. There was no ignition interlock device installed on the Impala. The vehicle was searched, and an open bottle of alcohol was discovered behind the driver’s seat. A check of the Impala revealed that the rear license plate displayed did not match the registration. The defendant later admitted that he had removed the license plate from another vehicle and had placed it on the Impala.
The defendant later provided a breath test pursuant to implied consent which revealed a.07 alcohol concentration.
